Hanoi-Vietnam: Doctors are not allowed to provide on-demand health check-up services for more than 35 patients per day

The maximum service medical examination fee is 200,000 VND/day, and a service doctor can see no more than 35 patients/day are notable points highlighted in the draft Circular regulating the organization of operations and fees for medical examination and treatment upon request at public medical examination and treatment facilities.

In reality, this on-demand health check-up fulfills the needs of a segment of the population with economic conditions, where patients pay high fees for medical examinations and treatments. However, many hospitals focus significantly on the service areas to increase revenue, leading to a situation where the overload is not reduced, and patients are forced to use high-priced services even in public hospitals. Currently, the costs of service medical examinations at public hospitals are inconsistent and not commensurate with the quality. The prices for on-demand health check-ups at central hospitals vary greatly, with differences of up to 4 to 5 times. The Vietnam Ministry of Health has drafted a Circular regulating the organization, types of services, and prices of on-demand medical services provided by public medical facilities to offer high-quality medical services that meet societal needs, which patients voluntarily choose and register to use.

The types of on-demand medical services include:

- On-demand medical examination services (including on-demand medical examination services covered by health insurance on holidays and weekends);

- On-demand treatment room services;

- High-quality medical services and techniques to meet the diverse needs of the people.

According to the draft, the standards for implementing on-demand medical services are as follows:

- For on-demand medical examination services:

+ Ensure the average area per check-up spot as per the current Vietnam Construction Standards;

+ Fully equipped to perform medical examination services as regulated;

+ Ensure each doctor sees no more than 35 patients per 8-hour working day.

- For on-demand treatment room services:

A maximum of 04 beds per on-demand treatment room, ensuring the construction area per bed as per the current Vietnam Construction Standards;

++ In addition to the medical equipment appropriate for each type of hospital bed, the patient rooms must have the minimum equipment as stipulated in Appendix No. 1 attached to this Circular;

++ Ensure the workforce to provide comprehensive patient care.

- For medical technical services: Must have suitable infrastructure and equipment to perform medical technical services as regulated.

The maximum on-demand health check-up fee is 200,000 VND per check-up

The maximum fees for some on-demand medical services:

- On-demand medical examination services (excluding imaging, diagnosis, testing, and procedures):

- In Hanoi, Ho Chi Minh City: Maximum price of 200,000 VND per check-up;

- In Hai Phong, Da Nang, Can Tho: Maximum price of 150,000 VND per check-up;

- Other provinces: Maximum price of 100,000 VND per check-up.

- Daily bed rates in on-demand treatment rooms:
