Hanoi: To ban year-end parties to prevent the spread of Covid-19

Recently, the Chairman of Hanoi People's Committee issued Directive 03/CT-UBND on February 3, 2021 on the drastic implementation of measures to prevent and control the Covid-19 epidemic in the new situation.

In order to prevent the complicated recurrence of the COVID-19 epidemic in the community in recent days, the Chairman of the People's Committee issued Vietnam's Directive 03/CT-UBND requesting the people, agencies, and organizations concerned to strictly implement the following measures:

- Propagating and mobilizing people not to leave the house unnecessarily and take measures to prevent and control the epidemic:

  • Masks must be worn when going out;
  • Do not gather in large numbers in public places, outside of offices, schools, hospitals; When in contact, maintain a minimum distance of 1 m;

  • Wash your hands often with soap or sanitizer; make medical declarations according to regulations; when there are signs of cough, fever, difficulty breathing, pneumonia, etc., they must immediately go to a health facility for guidance and timely examination and treatment.

- Stopping festivals, religious ceremonies, sports tournaments, events with large gatherings in public places, stadiums, and large events that are not yet necessary. No year-end parties or early spring meetings; implement filial piety and civility; minimize mass gatherings; and ensure strict implementation of epidemic prevention and control measures, avoiding the spread of disease.

- Prevention of epidemics in service, production, and business establishments:

  • Suspend the operation of business and service establishments like karaoke, bars, discos, games, and the Internet until there is a direction to allow the city to continue operating. Other production, business, and service establishments must take measures to ensure safety for epidemic prevention and control, such as:

+ Provide staff with protective equipment and take body temperature measurements.Arrangement of adequate means and supplies for hand washing and disinfecting at the establishment; ensuring social distancing;

+ For food and beverage businesses (where there is a risk of direct infection), it is necessary to maintain a minimum distance of 2 m between people or keep a minimum distance of 1 m. There is a barrier between the sitting positions; do not use shared items; encourage take-home sales.

  • Limit movement, especially during Vietnam Lunar New Year of the Ox in 2021. Implement measures to prevent and control the epidemic in public passenger transport: Passengers and drivers must wear masks, make medical declarations, have hand sanitizer to disinfect their hands; make a list of passengers (full name, address, contact phone number) for inter-provincial passenger transportation; arrange and arrange passengers to sit at a distance in the car;

  •  

    Implement COVID-19 prevention and control at households, apartments, schools, offices, meetings, on means of transport, commercial centers, supermarkets, convenience stores, wholesale markets, residence markets, industrial parks, factories... according to Vietnam's Decision 3888/QD-BYT.

     

- Heads of agencies, units, organizations, and establishments are responsible for implementing epidemic prevention and control work in their agencies or units:

  • Do not organize unnecessary meetings and conferences with large numbers of people; do not organize parties and celebrations; encourage online meetings and the use of information technology; not to delay work, especially jobs with deadlines and statutes as prescribed by law; public services serving people and businesses;

  •  

    For events serving political, economic, and social purposes that are really necessary to be organized, they shall be decided by the local party committees and authorities and take measures to prevent and control infection, such as: disinfecting meeting rooms, measuring body temperature, wearing masks, disinfecting hands, sitting at a distance.

     

- People's Committees of districts and towns direct communes, wards, and townships to maintain the implementation of the community monitoring team's activities and to operate 24/7 to review, remind, and urge each household to strictly implement epidemic prevention and control measures under the guidance of health authorities.

Because the situation of the COVID-19 epidemic is developing very complicatedly (from the outbreak in Hai Duong and Quang Ninh provinces, it has spread to a number of other provinces and cities, including Hanoi), people need to strictly comply with the measures mentioned above. Especially in the time before, during, and after Tet, the activities to organize year-end and celebration parties will create more opportunities for the disease to spread strongly.
