To attach importance to building a number of research institutes belonging to economic sectors and regions to become centers of applied research and innovation to serve the economic and technical development priorities of the industry and economic region. Accelerate the implementation of mergers, transformations into enterprises or equitization of research institutes that are no longer suitable with the conditions of investment priority. Formulate and implement a project to transfer a number of public research institutes operating in the field of basic research to affiliated with universities and academies to promote the link between research and training. Strengthen the capacity of policy research organizations of sectors and localities.

- Implement policies and solutions to make universities truly become centers of scientific research, technology development, and a source of knowledge for innovation activities. Developing strong research groups and a number of international-level research groups; graduate students and doctoral students are an important force in carrying out scientific research and technological development; linking graduate training with research topics and projects; encourage and support the establishment of research centers and transfer of intellectual property. Research on a mechanism that allows researchers and lecturers to participate in the establishment of innovative start-ups from the results of scientific research and technology development. - Invest in building a team of highly qualified scientific and technological human resources. Quickly build a team of leading scientists, step by step raise the standards of leading scientists in line with the standards in developed countries. Continuing the program of selecting and sending to train highly qualified science and technology human resources in priority and key fields in countries with advanced science and technology. Research on mechanisms to encourage and support domestic universities to cooperate with foreign universities to train science and technology human resources in Vietnam; preferential policies on personal income tax for scientific and technological human resources participating in the performance of national science and technology tasks.

- Implement solutions to improve the quantity and quality of human resources in science, technology and innovation to meet the needs of the business sector. - Encourage and support enterprises to develop human resources for technology and enterprise management.
