Hanoi: Every citizen is like a scout in the COVID-19 prevention and control campaign

Recently, the Chairman of the Hanoi People's Committee issued Official Telegram 02/CD-UBND dated January 28, 2021 on proactively reacting faster and more drastically in the prevention and control of Covid-19.

According to Vietnam's Official Dispatch 02/CD-UBND, To implement the direction of the Prime Minister of in Vietnam's Directive 05/CT-TTg, thoroughly grasp the direction of the Secretary of the City Party Committee at the meeting of the Steering Committee for COVID-19 Prevention and Control in Hanoi on January 28, 2021, in the spirit of the city's epidemic prevention and control, it is necessary to proactively react faster and more drastically, but we also need to be calm and not panic, the Chairman of the Hanoi People's Committee asked the People's Committees of districts, towns to focus on the following:

- Reactivating the entire political system and social organizations and monitoring teams to act quickly and decisively to meet the epidemic prevention and control work at a higher level

- Districts, districts and towns will closely coordinate and promptly provide information on cases at risk of disease transmission to proactively investigate, trace, test and isolate according to regulations.

- Continuing to strengthen communication and propaganda of the consciousness, spirit, and responsibility of each citizen to strictly implement measures to prevent and control the COVID-19 epidemic as recommended by the Ministry of Health. Instruct companies, enterprises, agencies, and units in the locality to limit the organization of unnecessary events.

- Especially launching mass movements, mobilizing fronts of local mass organizations to propagate to each neighborhood group, residential area, and household with the motto (go to each alley, knock door to door), each person acts as a scout to detect and denounce cases of non-compliance with the prevention of the COVID-19 epidemic according to regulations of the Ministry of Health and the City, especially detecting and strictly handling cases of illegal entry into the area.

- Directing functional forces and management agencies to strengthen inspection and strictly handle cases of non-compliance with wearing masks when going out on the streets and in public places such as relics, tourist attractions, public parks, flower gardens, walking streets, squares, piers, bus stations, markets, supermarkets, commercial centers, and cultural and sports events in public places/stadiums. Limit gatherings of people; keep a distance in public places.

- Well-managed isolation facilities, quarantined people on arrival at concentrated isolation facilities, fee-paying accommodation facilities, isolation at accommodation and flight crew isolation facilities.

- When detecting suspected cases or related cases, it is necessary to direct the units to urgently investigate, trace, and treat the epidemic according to regulations, absolutely not to let the disease spread.

- The head of the local government is fully responsible for the prevention and control of epidemics in the locality; ensure sufficient resources for epidemic prevention and control under the motto 4 on the spot; proactively decide on the organization and implementation of epidemic prevention and control work according to its competence.

- Strictly carrying out the handover of quarantined people to the locality and 14-day health monitoring at the accommodation.

- Developing a plan to ensure safety and prevent epidemics during the Lunar New Year and Spring Festivals in 2021.
