Guiding documents 02-HD/UBKTTW: 19 things that Vietnamese Party Members must avoid doing

Central Inspection Committee promulgated Guiding documents 02-HD/UBKTTW of Vietnam in 2021 implementing the regulation on what Party Members cannot do.

According to this Guiding document, detailed instructions for implementing 19 things that Party members must not do are as follows:

Article 1. Speaking, writing, doing contrary to or failing to implement the political platform, the Party's charter, resolutions, directives, conclusions, regulations, regulations and decisions of the Party; do things that are not allowed by law.

Party members may not:

1. To speak, give interviews, write articles for newspapers and websites (including foreign newspapers), use cyberspace to post, comment, and share information with illegal content about the Political Platform, the Party's Charter, resolutions, directives, regulations, decisions, conclusions of the Party and the policies and laws of the State.

2. Failing to strictly, improperly, incompletely, or fail to direct and implement the Party's political platform, charter, resolutions, directives, regulations, regulations, decisions and conclusions of the Party or the party organizations at their superiors and their own levels.

3. Doing things that are prohibited by law or not prescribed by law without the permission of a competent authority.

Article 2. Failure to comply with the Party's principles of organization and operation; to stand for self-nomination, receive nominations and nominate titles of state organizations, Fatherland Front, socio-political organizations, mass organizations assigned tasks by the Party and State when not yet organized authorized party organization

Party members may not:

1. Failure to comply with or improperly or incompletely complying with the principles of organization and operation of the Party in accordance with the provisions of the Party's Charter.

2. To stand for self-nomination, receive nominations and nominate others for titles of state organizations, Fatherland Front, socio-political organizations, mass organizations assigned by the Party and State services that, according to regulations, must be recommended by the competent party committee or organization.

Article 3. Opposing, denying and distorting Marxism-Leninism and Ho Chi Minh's thought; failing to fulfill the responsibility of setting an example; individualism, opportunism, self-interest; "term thinking", unity in the direction, formal democracy, see right not defend, see wrong do not fight; authoritarian, autocratic, bureaucratic, far from the masses.

Party members may not:

1. Opposing, denying and distorting Marxism-Leninism, Ho Chi Minh's thought, program, guidelines, guidelines, resolutions, directives, regulations, regulations, decisions and conclusions of the Party. Fading revolutionary ideals, wavering, cynical; accompanied by false perceptions and wrong views, demanding the implementation of "separation of powers", "civil society", "pluralism, multi-party", demanding "depoliticization of the armed forces". ...; reduced faith in the goal of national independence and socialism.

2. Failure to perform or not strictly or fully performing the responsibility to set an example according to the Party's regulations. Acquiring power, using the collective name to impose, legitimize the wrong decisions of individuals. Opportunity, self-interest, putting the interests of individuals above the interests of the collective. Pursuing immediate, short-term goals to reap benefits for themselves, their families, and interest groups, while ignoring the long-term goals and interests of the collective, community and country.

3. Solidarity and respect, respect, avoidance, fear of collision, silence, do not fight or support according to wrong and deviant opinions and views; cover up, conceal violations and shortcomings of themselves, other people or organizations; does not protect positive factors, dynamic, creative, dare to think, dare to do for the common good.

4. Authoritarian, autocratic, de-democratic, not respecting collective opinions. Bureaucracy, far from reality, not working closely, not knowing the situation in agencies, organizations, localities and units. Failing to approach, respect and listen to opinions of colleagues at agencies, units and the masses; do not keep contact with the party organization and the people in the place of residence.

Article 4. Providing, disclosing, losing or writing articles, posting confidential information and documents of the Party and the State or things not yet permitted to be disclosed; storing, propagating, spreading or inciting others to propagate and distribute information and documents in any form in order to spread information and views contrary to the Party's guidelines and lines, policies and laws law of the State.

Party members may not:

1. Providing, revealing, losing or writing articles, sharing and posting confidential information and documents specified in the secret lists of the Party and State; things that have not been allowed to be published according to regulations, causing harm to the Party and national interests (including: information, documents and data belonging to guidelines, lines, policies, resolutions, directives, decisions and conclusions of the Party and State are in the process of research and drafting or have been completed but have not yet been completed the competent authority authorizes the publication; documents for internal circulation or restriction of circulation. Documents and information on cases related to party organizations, cadres and party members are in the process of verification and verification or have been reviewed and concluded by a competent party organization but have not yet been authorized to be published…).

2. Possessing, propagating, spreading or supporting, covering up, abetting, organizing, enticing, instigating, forcing others to propagate and distribute information and documents on cyberspace, leaflets , posting on domestic and foreign mass media in any form to spread information and views contrary to the Party's guidelines and lines and the State's laws.

Article 18. Organizing and participating in gambling in any form; use of narcotic substances; using alcohol, beer not according to regulations or to the extent of neglect and other social evils.

Organizing weddings, funerals and other personal and family events lavishly, wastefully or for personal gain.

Indifference, insensitivity to wrongdoings in society; acts of domestic violence; violation of population policy; living together with other people as husband and wife; violation of regulations on marriage with foreigners.

Article 19. Superstitions, superstitious activities; support or join illegal religions or take advantage of religious and belief activities for personal gain.

Party members may not:

1. Having acts of superstition, spreading and burning cryptographic objects (money, gold, silver, vehicles, objects, human figures, animals,...) in large quantities, causing waste and pollution to the environment, fire, explosion...

2. Covering and abetting superstitious and superstitious activities. Reading numbers, reading fortune-telling, casting spells, exorcisms and other superstitions (believing in gods, ghosts, things that are not true due to gossip); practice mediums, shamans, fortune tellers.

3. Organizing, participating in or mobilizing and supporting individuals and organizations to establish and build new temples, pagodas, shrines, shrines and places of worship of religions without permission of state agencies authoritative.

4. Advocating or participating in illegal religion; join organizations established by religion without the permission of the competent authority.

a) Directly supporting or mobilizing other organizations and individuals to support in any form for illegal religious activities. Taking advantage of issues of "democracy", "human rights", "nation", "religion" to cause internal division and disunity.

b) Organizing, mobilizing, enticing, instigating, bribing or forcing other people to join illegal religions; participating in organizations established by religions or activities organized by religions without the permission of competent state agencies.
