Accordingly, in order to detect loopholes, inadequacies, shortcomings and violations of agencies, organizations and individuals in the management and procurement of medical equipment, supplies, biological products, kits. testing, vaccines, drugs to prevent and control the COVID-19 epidemic; clearly defining responsibilities of each level and each agency (associated with individual responsibilities) for violations, the Government Inspectorate proposes to ministers, heads of ministerial-level agencies, chairpersons of provincial People's Committees, Cities directly under the Central Government urgently implement the following contents:

1. Objects of inspection

Agencies and organizations are responsible for managing and implementing the procurement of medical equipment, supplies, biological products, test kits, vaccines, and drugs to prevent COVID-19:

- Ministry of Health;

- Health service Dept;

- Treatment and isolation facilities...

- Agencies, organizations and individuals involved in the supply, procurement and use of equipment, medical supplies, biological products, test kits, vaccines, drugs to prevent and control the COVID-19 epidemic.

2. Contents of inspection

- The promulgation of documents, mechanisms and policies on implementation of COVID-19 prevention and control.

- Consulting, directing, guiding, organizing the procurement of medical equipment, supplies, biological products, test kits, vaccines, drugs to prevent and control the COVID-19 epidemic.

- The observance of the provisions of law in the elaboration of the list, procurement norms, unit prices, and plans on contractor selection to submit to competent authorities for approval; the appraisal and approval of the list, norms, price appraisal and selection of contractors by competent agencies; the implementation of the bidding process, contract signing, payment settlement... for procurement of equipment, medical supplies, biological products, test kits, vaccines, drugs for the prevention and control of COVID-19.

- The use of funding sources for COVID-19 prevention and control (budget, mobilized sources and other sources).

In addition, it should be noted that the inspection content includes:

(1) Procurement planning, determining procurement needs and directing and operating the procurement;

(2) Investment and procurement: organization of contractor selection, contract signing, payment, receipt and handover of equipment, medical supplies, biological products, test kits, vaccines, drugs COVID-19 prevention and control, settlement of procurement expenses; procurement, ensuring the origin, origin, quality of equipment, medical supplies, biological products, test kits, vaccines, drugs for the prevention and control of COVID-19;

3. Inspection period

4. Some things to note when inspecting
