According to the Official Dispatch, Standing Deputy Prime Minister Pham Binh Minh agreed to the policy of facilitating entry procedures for foreigners, overseas Vietnamese and their relatives returning home. In there:

Regarding foreigners entering:

Foreigners invited and guaranteed by agencies, organizations and individuals in accordance with the Law on entry, exit, transit and residence of foreigners in Vietnam; Particularly for foreigners entering tourism, in the immediate future, continue to follow the pilot program to welcome international tourists.

Regarding competence and procedures for entry approval:

- For foreigners, overseas Vietnamese and their relatives with valid entry documents (permanent residence card, temporary residence card, visa, valid visa exemption certificate) are allowed to enter Vietnam. according to the provisions of the Law on entry, exit, transit, and residence of foreigners in Vietnam and Decree 82/2015/ND-CP , without having to redo procedures for personnel inspection, visa issuance/ visa exemption certificate, no need to apply for approval of the immigration policy of the ministry, branch or locality.

- For foreigners without visas: Provincial People's Committees continue to consider and approve to create favorable conditions for entry cases to work, attend conferences, seminars, study, humanitarian … in the local area; Ministries, branches and agencies under the Central Government shall proactively decide on the invitation, welcome and take responsibility for managing foreigners working with their agencies.

In addition, the Deputy Prime Minister also requested the Ministry of Public Security to review newly added cases of entry ban, and notify the Ministry of Foreign Affairs to notify overseas Vietnamese representative missions of any potential entry bans. the form of cancellation of the issued entry documents to Vietnam.

At the same time, coordinate with the Ministry of Foreign Affairs and relevant agencies to issue instructions on immigration procedures for uniform implementation nationwide, in accordance with the Law on Entry, Exit, Transit and Residence of Foreigners. in Vietnam, ensuring compliance with Vietnam's medical requirements and guidelines.
