Guidance on Financial Support for Cooperatives in Vietnam under Circular 340

Circular No. 340/2016/TT-BTC issued by the Ministry of Finance of Vietnam stipulating the level of support and financial mechanisms for cooperatives under the Cooperative Development Support Program for the 2015-2020 period as follows:

ABOUT HUMAN RESOURCES:

Supported Subjects: Managers and members of cooperatives assigned by the cooperative to attend training courses to enhance their professional skills according to the relevant specialization and the needs of the cooperative (with a written request for support from the cooperative).

Support Content:

Support for managers and cooperative members - One-time support for train and bus tickets for traveling to and from the training center using public transportation (excluding airplanes) from the main office of the cooperative. If the trainee arranges their own transportation, support will be provided at a flat rate of 1,000 VND/km;


- Support for purchasing textbooks and direct documentation for the training program (excluding reference materials);


- Support 50% of food and accommodation costs for subjects in agricultural, forestry, fisheries, and salt production cooperatives, according to the allowance level for officials as prescribed by the Provincial People's Committee.


- For cooperatives headquartered in economically difficult, extremely difficult areas, border regions, or islands:
 
  • Members of cooperatives in agricultural, forestry, fisheries, and salt production cooperatives will receive additional support of 100% food and accommodation costs as prescribed for officials by the Provincial People's Committee.
  • Members of cooperatives in other sectors will receive support amounting to 50% of the level provided to members of agricultural, forestry, fisheries, and salt production cooperatives.
Support for organizing and managing cooperative human resource training classes - Rental of halls, classrooms, projectors, and other direct teaching equipment;


- Costs of purchasing and printing teaching materials; printing certificates or completion documents; rewarding students; purchasing office supplies for the class;


- Faculties' and lecturers' remunerations are as per Circular 139/2010/TT-BTC as follows:
 
  • Lecturers, speakers who are Central Committee members of the Communist Party; Ministers, Provincial Party Secretaries, and equivalent titles: Up to 1,000,000 VND/session;
  • Lecturers, speakers who are Deputy Ministers, Chairpersons of Provincial People's Councils and People's Committees, Deputy Provincial Party Secretaries, and equivalent titles; professors; senior experts; Doctor of Science: Up to 800,000 VND/session;
  • Lecturers, speakers who are Vice Chairpersons of Provincial People's Councils and People's Committees, Bureau Chiefs and Deputy Bureau Chiefs of Ministries, Institute Chiefs and Deputy Institute Chiefs of Ministries, Department Chiefs and Deputy Department Chiefs, and equivalent titles; Associate Professors; Doctors; main lecturers: Up to 600,000 VND/session;
  • Lecturers, speakers who are officials at central and provincial levels (excluding the above three categories): Up to 500,000 VND/session;
  • Lecturers, speakers who are Vietnamese officials and public employees working at district-level units or below: Up to 300,000 VND/session.


(In cases where lecturers or speakers utilize new teaching methods and create customized lesson plans, additional remuneration for lesson plan preparation will be provided.)
 
  • Professional lecturers at training institutions will not follow the above remuneration levels; instead, they will be paid for overtime work as implemented in public education institutions.
  • Foreign lecturers' remuneration will be based on mutual agreements, ensuring it matches the unit's financial capacity.
  • When members of the cooperative's board of directors or directors conduct training sessions, share experiences, they will earn up to 500,000 VND per session, and will be reimbursed for meals, travel expenses, and accommodation as per their relevant policies. Specifically:


- Daily meal allowance for lecturers is up to 150,000 VND. If lecturing at sea or islands, the maximum is 200,000 VND/day.


- Accommodation costs for lecturers:
 
  • In districts of Hanoi, Ho Chi Minh City, Hai Phong, Can Tho, Da Nang, and Tier 1 urban cities: Up to 350,000 VND/day/person.
  • In districts in centrally governed cities, other provincial towns/cities: Up to 250,000 VND/day/person.
  • In other areas: Up to 200,000 VND/day/person.


- Costs for organizing field trips and practical survey programs, including hiring vehicles and expenses for field surveys for trainees.


- Costs for developing curriculums, textbooks, and materials for teaching and learning purposes.


- Allowances for meals, accommodation, transportation, and room rental for class organizers when conducting training far from the training center (if any).
Support experimental models to bring young graduates with university and college degrees to work temporarily at cooperatives - cooperatives in need of support for high-level labor with college degrees or higher to assist in management, applying scientific and technical advances in production and business in line with the cooperative's main activities will be supported as follows:
 
  • Agriculture, forestry, fisheries, and salt production cooperatives receive one-time support to hire up to 03 employees with college degrees or higher to work at the cooperative, with support for up to 36 months;
  • Other cooperatives receive one-time support to hire 01 employee with a college degree or higher to work at the cooperative, with support for up to 36 months.


- Support conditions:
 
  • cooperative has a labor utilization plan; signs labor contracts with workers as per the Labor Law; has a written request for support.
  • cooperative is eligible for support according to the cooperative development support plan approved by the Provincial People's Committee, within the cooperative human resource training support plan of the Ministry of Planning and Investment.
  • The financial plan has been approved by competent authorities.


- Support level = Number of supported employees X Minimum regional salary X Total supported months.

ON NEW ESTABLISHMENT, REORGANIZATION OF COOPERATIVE

Support Content:

- Provide information, consultation, and training on cooperative law regulations to cooperative founders before establishing the cooperative.

- Consultation on drafting bylaws, business plans; guiding and carrying out the procedures for establishing, registering, and organizing cooperative activities.

- Consultation on procedures for reorganizing cooperative activities in accordance with the Law on Cooperatives of 2012.

Support expenses for new cooperative establishment:

Funding support for organizing training classes, providing information, and consulting on cooperative to cooperative founders before establishment Organize intensive training classes:
  • Faculties' and speakers' remunerations, meal allowances, transportation expenses, accommodation rental for faculties: As per Circular 139/2010/TT-BTC.
  • Costs for purchasing, printing materials, and other expenses directly related to organizing the class: According to legitimate and valid invoices and receipts.
  Costs for propaganda, dissemination of cooperative law regulations: According to legitimate and valid invoices and receipts.
Funding support for consulting on drafting bylaws, business plans, guiding and performing procedures for establishing, registering, and organizing cooperative activities For instructors, collaborators who are not officials:
  • Remuneration: 30,000 VND/hour of direct guidance;
  • Travel expenses: Up to 30,000 VND/day if traveling back and forth on the same day. For consultations involving overnight stays, travel expenses will be covered as per official business travel policies for officials.
  For Vietnamese officials and public employees conducting consultation tasks: 30,000 - 70,000 VND/session of direct guidance (one session counts as 04 working hours). For consultations involving overnight stays, travel expenses will be covered as per official business travel policies for officials.

Support expenses for cooperative reorganization:

- For registration changes as stipulated by the Law on Cooperatives, cooperatives enjoy the same support policies as those for new cooperative establishments;

- For registration due to mergers, consolidations, divisions, or separations of cooperative and cooperative alliances, cooperatives receive 50% of the funding support compared to new cooperative establishments.
