From May 8, allow the opening of sub-border gates and passageways on the Vietnam - China border line

This is the key content stipulated in Notification 177/TB-VPCP in 2020 regarding the conclusion of the Prime Minister of the Government of Vietnam Nguyen Xuan Phuc at the meeting of the Standing Committee of the Government of Vietnam on the prevention and control of the COVID-19 pandemic.

The entire country has entered a new phase of disease prevention and control, along with the restoration and development of the economy. From all levels, sectors to every citizen and enterprise, it is necessary to establish a new normal status in socio-economic activities to gradually bring society back to normal with the spirit of concentrating on accelerating economic recovery activities.

The Prime Minister of the Government of Vietnam directs the clearance of goods through sub-border gates on the Vietnam-China border as follows:

- Agree to reopen sub-border gates and paths: Binh Nghi, Na Hinh, Na Nua, Po Nhung as proposed by the People's Committee of Lang Son Province; Bac Phong Sinh and Ka Long path as proposed by the People's Committee of Quang Ninh Province.

- For other sub-border gates and paths, the People's Committees of border provinces, based on the actual situation of their localities, carefully and thoroughly consider, ensuring maximum COVID-19 disease prevention work to proactively reopen sub-border gates and paths in accordance with the principles stipulated in Decree 112/2014/ND-CP dated November 21, 2014, of the Government of Vietnam regulating the management of land border gates, and Decree 14/2018/ND-CP of the Government of Vietnam detailing border trade activities and ensuring disease control procedures.

- Only restore sub-border gates and paths with large commodities flow, especially agricultural products, seafood exports, and essential imported raw materials for domestic production.

Note: Only open for goods trading, no allowance for people to exit and enter; not to allow the misuse of reopening these sub-border gates and paths for smuggling and trade fraud.

In addition, the Prime Minister of the Government of Vietnam requires focusing on resolving difficulties for enterprises, promoting the development of investment, production, and business activities; fiscal and monetary packages must take effect before the opening of the Government of Vietnam's conference with enterprises on May 9; in particular, it is necessary to accelerate measures to support people in difficulty due to the COVID-19 pandemic according to Resolution 42/NQ-CP of the Government of Vietnam, ensuring publicity, transparency, right subjects, and no exploitation and profiteering of policies.
