Foreign organizations must ensure the quality of foreign language certification exams in Vietnam (Source: internet)
Specifically, a foreign language competency assessment establishment in Vietnam must provide information on quality assurance factors as follows:
(1) For exam questions, foreign institutions must:
Ensure reliability, accuracy, objectivity, transparency, and fairness in assessing candidates' foreign language ability.
The organization of the exam does not violate the law, fine customs, customs and culture of Vietnam and is kept confidential when copying, packing, transporting (if any), preserving, and using; sample exam questions are published for easy and complete access to candidates.
(2) The exam registration process, the exam organization process must:
Ensure strictness, science, reliability, accuracy, objectivity, transparency, and fairness in assessing candidates' foreign language ability, preventing and eliminating cheating phenomena.
The exam registration process, exam regulations, and exam guidance documents are publicly announced on the official and legal websites of the foreign language ability assessment establishment in Vietnam.
(3) Before, during, and after the exam, the facilities and equipment used to organize it must ensure security, safety, and confidentiality.
(4) Clear and stringent rules for the Affiliates' staff, technicians, and employees when participating in the competition.
(5) A table converting test results to the Common European Framework of Reference (CEFR), as recognized by the agency mentioned in paragraph (1).
(6) Exam results must be announced on time, foreign language proficiency certificates must be issued on time, and procedures for granting additional certificates and examination results must be user-friendly for candidates.
In addition, the test results are stored on the data system to serve the verification of the test results; the process of receiving and settling complaints about exam results is clear and convenient for candidates; and they take effective measures to secure personally identifiable information.
