Female citizens with heavy and irregular menstruation are not eligible to participate in military service in Vietnam

From January 01, 2016, the Law on Military Service 2015 of Vietnam officially allows female citizens to join the military service and serve in the army.

In addition to the conditions of each specific case, to join the military service, female citizens need to ensure the general health standards prescribed in Clause 3 Article 4 of Circular No. 148/2018/TT-BQP of the Ministry of National Defense of Vietnam, specifically as follows:

Article 4. Drafting requirements

3. Health requirements:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

Besides, according to Clause 4 Article 9 of Joint Circular No. 16/2016/TTLT-BYT-BQP, health classification is specified as follows:

4. Health classification

Based on the score for 8 criteria recorded in the military service health card to classify, specifically as follows:

a) Type 1: 8 indicators all score 1;

b) Type 2: There is at least 1 indicator with a score of 2;

c) Type 3: There is at least 1 indicator with a score of 3;

d) Type 4: There is at least 1 indicator with a score of 4;

dd) Type 5: There is at least 1 indicator with a score of 5;

e) Type 6: There is at least 1 criterion with a score of 6.

That is, to participate in military service, participating citizens must not meet any health standards that are eliminated 4. According to Appendix 1 of Joint Circular No. 16/2016/TTLT-BYT-BQP, in section 12 of table number 2, it is clearly stated that: "Menstruation is heavy, frequent and irregular" will be ranked 4.

Thus, female citizens with heavy, frequent and irregular menstruation can only have the highest health rating of type 4, and are not eligible to participate in military service.
