1. What is the party civil affairs committee?

Under Article 1 of Decision 172-QD/TW in 2013, the Party Civil Affairs Committee of the Party Central Committee is a party organization established by the Politburo and the Secretariat; under the direct and regular leadership of the Politburo, the Secretariat performs the functions of leadership and direction for state agencies, the Vietnam Fatherland Front, socio-political organizations, and a number of mass associations at the central level according to the provisions of the Party Charter and the regulations and guidelines of the Central Government.

2.1. Duties of the Party Civil Affairs Committee at the Central Committee in Vietnam

Specifically, in Article 2 of Decision 172-QD/TW in 2013, the Party Civil Affairs Committee of the Central Committee performs the following tasks:

- Lead and direct state agencies, Fatherland Front and mass organizations to thoroughly grasp and organize the implementation of the Party's Platform, guidelines, resolutions, and directives; direction, political tasks, organization, and cadres according to assignment and decentralization.

- The Party cadres committee discussed and decided on the following issues:

+ Consolidate the Party's guidelines, resolutions, and directives, as well as the State's policies and laws, into programs and plans for implementation in state agencies, the Fatherland Front, and mass organizations.

+ Lead and direct the development of long-term, medium-term, and annual plans, as well as major schemes and projects of state agencies, the Fatherland Front, and the Union.

+ Lead and direct the main orientations in the draft laws, ordinances, and important legal documents that state agencies, the Fatherland Front, and mass organizations are tasked with drafting; critical contents in leading the implementation of political tasks as prescribed by the Politburo and the Secretariat.

+ Projects for consolidating the organizational apparatus; planning, training, fostering, arranging, appointing, dismissing, transferring, rotating, rewarding, disciplining, and regimes and policies... for cadres in accordance with staff management decentralization regulations.

+ Leaders inspect the observance of the party's guidelines and policies in the assigned fields.

- Coordinate with Party Civil Affairs Committees at all levels, party organizations under the Central Committee and Party Civil Affairs Committees of agencies to well perform their assigned functions and tasks and build a clean and strong Party Civil Affairs Committee.

2.2. Powers of the Party Civil Affairs Committee at the Central Committee in Vietnam

The powers of the Party Civil Affairs Committee of the Central Committee are stipulated in Article 3 of Decision 172-QD/TW in 2013, specifically as follows:

- The Party Civil Affairs Committee exercises its powers according to regulations and is responsible to the Politburo and the Secretariat for its decisions.

- The Party Personnel Committee is entitled to use the professional assisting apparatus of the agency or unit to carry out the leadership and direction work.

- Representatives of the Party's cadres and cadres are entitled to attend meetings convened by the Politburo and the Secretariat to discuss work contents related to the tasks of state agencies, the Fatherland Front and mass organizations.

- The Party cadre committee is provided with information by the responsible agencies:

+ Resolutions and directives of the Party, policies and laws of the State and relevant information.

+ Summary reports, relevant thematic reports of the Party, State, Fatherland Front and mass organizations at the Central Government.

The provision of information to members of the party union, the party cadre committee shall be considered and decided by the secretary (or authorized deputy secretary).

3. Working regime of the Party Civil Affairs Committee in Vietnam

The working regime of the Party Civil Affairs Committee is prescribed as follows:

- The Party cadres committee meets every 3 months, thematic and extraordinary meetings according to the requirements of the task. The documents of the meeting are sent in advance to the trustees. The contents of the meetings must be recorded in minutes, with conclusions and, if necessary, a resolution for implementation.

- The Secretary of the Party's Civil Affairs Committee manages the general work, assigns tasks to members, chairs the meetings of the Party's cadre committee, directly reports or signs documents to report to the Politburo, the Secretariat. letters.

When there is an unexpected request, if the secretary is absent, the deputy secretary or a member (where there is no deputy secretary) is authorized to chair the meeting and sign a report to the Politburo and the Secretariat.

- Comrade Deputy Secretary (if any) or a member assigned to handle regular work, directly in charge of the office of the Party Personnel Committee.

Other members perform their assigned tasks and are responsible for participating fully in activities of the Party cadres committee.

- Annually or upon request,
 the party cadre committee reports to the Secretariat on the situation and results of the implementation of the resolution; directives of the Central Committee, the Politburo, the Secretariat; political tasks and organizational and cadre work according to the management competence of the party cadres committee.

- After each meeting of the Party Central Committee,
the secretary of the Party cadre committee who is a member of the Party Central Committee (or invited to attend the Central Committee meeting) is responsible for quickly communicating the basic contents of the Central Resolution to key officials in the agency or unit; direct the implementation of the plan to implement the contents of the resolution related to state agencies, the Fatherland Front and mass organizations.
