1. Documents for annully awarding the title of Cultural Residential Area in Vietnam

Dossier for awarding the annual Cultural Residential Area title specified in Article 14 of Decree 122/2018/ND-CP includes:

- Written request for consideration and awarding the title of Cultural Residential Area by the Commune-level People's Committee.

- Registration form to participate in building the title of Cultural Residential Area (Form No. 02); self-assessment table for implementing criteria for reviewing cultural residential areas (Form No. 05).

- Minutes of the meeting to review the title of Cultural Residential Area (Form No. 09).

2. Procedure for awarding the title of Cultural Residential Area annually in Vietnam

According to Article 15 of Decree 122/2018/ND-CP, the procedure for considering and awarding the title of Cultural Residential Area annually is as follows:

- The Commune People's Committee, based on the registration to participate in the emulation and the self-assessment table of the residential area, compiles a list of residential areas eligible for review.

- The Commune People's Committee convenes a review meeting, and the members include:

+ Chairman of the People's Committee, Chairman of the Fatherland Front, representatives of commune-level organizations, and Head of the Front's working committee in residential areas;

+ Representative of the residential area on the list to be reviewed.

- Organize review meetings:

+ The meeting is conducted when 60% or more of the summoned people attend;

+ Form of review: secret ballot or voting;

+ Review results: The residential area is proposed to be awarded a cultural title and Certificate of Recognition when 60% or more of the attending members agree.

- Within 03 working days from the date of the review meeting results, the Commune-level People's Committee prepares documents according to the provisions of Article 14 of Decree 122/2018/ND-CP and submits them to the Chairman of the District People's Committee for decision.

- Within 05 working days from the date of receiving the valid dossier, the Chairman of the district People's Committee shall decide to award the title and Certificate of Recognition of Cultural Residential Area (Form No. 12).

3. Standards for the title of Cultural Residential Area in Vietnam

According to Article 12 of Decree 122/2018/ND-CP, to be recognized as a cultural residential area, it must meet the following standards:

(1) Economic life is stable and gradually developing, including the following criteria:

- People of working age have stable jobs and income;

- Average income per capita is higher than the average level of provinces and centrally run cities (hereinafter referred to as the general average level);

- The rate of poor and near-poor households is lower than the general average;

- The proportion of households with solid houses is higher than the general average, without dilapidated houses;

- The main transportation system is solidified, ensuring convenient travel;

- There are propaganda, dissemination and training activities on technology application and science and technology; develop traditional industries; cooperation and economic development linkage.

(2) Healthy and rich cultural and spiritual life, including the following criteria:

- Have a cultural house and sports field suitable to the conditions of the residential area;

- Children of school age can go to school and meet the standards of universal secondary education or higher;

- Organize cultural and artistic activities, sports, entertainment, and healthy entertainment; There are reading points to serve the community; Carry out reconciliation work well;

- Preserve and promote local traditional forms of cultural activities and folk sports;

- Historical-cultural relics and scenic spots are preserved and protected.

(3) Clean and beautiful landscape environment, including the following criteria:

- Production and business activities meet legal regulations on environmental protection;

- There is a water supply and drainage system;

- Housing, public works, cemeteries in accordance with local planning;

- Public entertainment venues are renovated, protected and kept clean;

- Have a place to arrange classified advertising positions;

- There is a waste collection point;

- Conduct propaganda activities to raise people's awareness about environmental protection;

- Organize and participate in disease prevention and control activities.

(4) Comply well with the Party's guidelines and policies and the State's laws, including the following criteria:

- Organize the implementation of legal regulations and population policies;

- Implement democratic regulations at the grassroots, create conditions for people to participate in monitoring the activities of state agencies; Community self-management organizations operate effectively;

- The rate of malnourished children gradually decreases each year; children are fully vaccinated;

- There are propaganda and law dissemination activities;

- Meets safety standards for security and order;

- Party cells and mass organizations annually complete their tasks well.

(5) Have a spirit of solidarity, mutual support, and mutual help in the community, including the following criteria:

- Implement the State's policies on humanitarian and charitable activities and promote the implementation of the movements "Repaying gratitude", "When drinking water, remember its source", "Campaign for the poor" and other campaigns;

- Caring for and taking care of the elderly, children, people with meritorious services, people with disabilities, homeless people, homeless people and people in difficult circumstances.

4. 03 cases are not considered for awarding the title of Cultural Residential Area in Vietnam

Article 13 of Decree 122/2018/ND-CP stipulates 03 cases in which the title of Cultural Residential Area will not be considered, including:

- There are mass complaints and complaints against illegal levels.

- There are drug spots and prostitution spots.

- There are activities that take advantage of religion to violate the law.
