This is the directive content of the Ministry of Health in Directive 03/CT-BYT dated May 19, 2017, on strengthening hospital security and order.
Given the situation where incidents of patients' relatives and hooligans assaulting medical staff and patients disrupt order, security, and safety in hospitals; causing serious impacts not only on medical examination and treatment but also negatively affecting the morale, lives, motivation, and dedication of doctors and medical staff.
According to the content of Directive 03 of the Ministry of Health, to ensure security and order in hospitals, the Ministry of Health requests that leaders of the Department of Health and Hospitals promptly carry out and direct medical examination and treatment facilities to seriously implement as follows:
On Security and Order Work:
- Develop regulations on security and order in the medical sector appropriate to the local situation; enhance communication to raise public awareness about respecting, protecting the honor and life of medical staff;- Closely coordinate with PA83, PC64 departments, Fire Police, Police 113, district police, and local ward and commune police to proactively build plans and provide specific guidance on anti-terrorism methods in hospitals, preventing theft, criminal activities, fraudulent activities within hospitals, which disturb hospital security and order;- Develop and implement plans and measures to ensure overall hospital security and order and in departments, units with high risks of disorder;- Review, consolidate, and monitor safety levels across the hospital boundaries and entry/exit points;- Install security camera systems, emergency alarm systems, and possibly equip magnetic locks in high-risk departments and other protective measures;- Review and update hospital rules and regulations, patient and family responsibilities; manage the number of visitors and their manners effectively;- Ensure that hospital security personnel are professionally trained; assign sufficient security staff to be on duty 24/24h, increase security staff during night shifts;- Strengthen propaganda, disseminate information to medical staff, patients, their families, and warn them about potential culprits who might cause disorder in the hospital;- Develop and disseminate quick response guidelines to threats and situations endangering the honor and life of medical staff and patients (Quick response to hospital violence);- Strictly manage commercial service activities inside and outside the hospital as per Decision 6197/QD-BYT, October 17, 2016, on guiding the management of external service leasing at hospitals.
On Medical Staff Work:
- Develop materials and regularly organize training for medical staff on the spirit, attitude of patient service, medical personnel responsibility, and professional ethics; on self-defense measures against situations that could lead to honor and life-threatening behavior towards medical staff;- Regularly improve professional qualifications, professional ethics, responsibility, patient service attitude, communication, and patient interaction skills for medical staff;- Reform administrative procedures and medical examination and treatment processes to reduce waiting time; continuously improve the quality of medical services;- Train the ability to detect and handle risky situations leading to conflicts for medical personnel;- Organize training to enhance the capabilities and skills of security staff in hospitals, strengthen on-duty policies, promptly prevent acts threatening medical staff and patients visiting the hospital;- Strictly adhere to the directives of the Ministry of Health in Directive 09/CT-BYT dated November 22, 2013, on enhancing the reception and handling of public feedback on the quality of medical examination and treatment services through the hotline; Directive 06/CT-BYT dated March 29, 2016, on enhancing quality assurance of medical examination and treatment services when adjusting and standardizing healthcare service pricing under health insurance across hospitals of the same grade nationwide...
On Inspection and Supervision Work:
- Strengthen inspection of medical examination and treatment facilities to limit professional errors and the demeanor, attitude, and patient interaction skills of medical staff; ensure work on hospital security and order and preventive measures against security issues;- Frequently check the responsiveness in situations and hospital security work, especially among quick response teams dealing with hospital violence.
