Determining the number of members of the plenary meetings of the Ethnic Council and Committees of the National Assembly of Vietnam from 2021

This is a new notable content specified in the Law on Organization of the National Assembly amended in 2020 approved on June 19, 2020 by the National Assembly of Vietnam.

The Law on Organization of the National Assembly amended in 2020 stipulates that plenary meetings of the Ethnic Council and Committees of the National Assembly must comply with the following provisions:

- The Ethnic Council or a Committee of the National Assembly shall hold a plenary meeting to appraise bills, draft ordinances, draft resolutions and/or other proposals, schemes and/or reports to be submitted to the National Assembly or its Standing Committee; and consider and decide other matters within its competence.

A plenary meeting of the Ethnic Council or a Committee of the National Assembly must have the attendance of more than half of the members of the Council or the Committee (according to current regulations, the Law on Organization of the National Assembly 2014 does not regulate the number of attendants).

A report, resolution or proposition or another content within the competence of the Ethnic Council or a Committee of the National Assembly is passed when it is approved by more than half of the members of the Council or the Committee.

- Members of the Ethnic Council or a Committee of the National Assembly shall attend a Council or Committee meeting when they are called upon by the Council Chairperson of Committee Chairperson; discuss and vote on matters of discussion in the meeting; any member unable to attend the meeting must provide a proper reason and report to and obtain the approval of the Council Chairperson of Committee Chairperson.

- The Chairperson and Vice Chairpersons of the National Assembly have the right to attend and give directing opinions at meetings of the Council or Committee.

- The Ethnic Council or a Committee of the National Assembly may invite National Assembly deputies who are not its members, representatives of concerned agencies and organizations and specialists to participate in its activities. Concerned agencies and organizations shall create conditions for invited persons to participate in the activities of the Council or Committee.

- When the Ethnic Council meets to discuss policies for ethnic groups, its Chairperson shall invite to such meeting representatives of ethnic groups which have no representatives in the National Assembly who are People’s Council deputies.
