The Ministry of National Defense has just issued Circular 279/2017/TT-BQP regulating the demobilization of non-commissioned officers and soldiers currently serving in the Vietnam People's Army; in which, the regulation on the demobilization dossiers for non-commissioned officers and demobilized soldiers is specified as follows:
Supplementary Documents Evaluating Work Performance for Cases of On-Time and Extended Discharge
The discharge dossier for cases of on-time and extended discharge will include the following documents:
- Military service record;- Military service health card;- Soldier card;- Discharge decision: 05 copies (one copy handed over to the District Military Command; one copy to the Unit's Finance Department; one copy retained at the discharge processing unit; two copies for the discharged non-commissioned officer/soldier, with one copy kept by the individual and one copy submitted to the vocational training institution where the discharged soldier is attending a course);- Work performance evaluation;- Other documents (if any).
Case of Early Discharge
For cases in active service for more than 1 month, the discharge dossier will include similar documents as those for on-time discharge (mentioned above), along with one of the following documents:
- Health assessment report from the Health Assessment Council from division level and equivalent or higher, or a medical assessment report from the competent Medical Board concluding that the individual does not meet the health requirements to serve in active duty as prescribed in Point a Clause 3 Article 4 of Circular 279/2017/TT-BQP.- Certification from the Commune People's Committee and the District Military Command that the family is facing difficulties as prescribed in Points b, c Clause 3 Article 4 of Circular 279/2017/TT-BQP.- Document from the competent authority concluding that the individual does not meet political standards as prescribed in Point d Clause 3 Article 4 of Circular 279/2017/TT-BQP.
For cases in active service for less than 1 month, the unit commander from regiment level and equivalent or higher shall issue a written notice stating the reasons for not meeting the conditions to serve in active duty, along with the enlistment dossier, which is then handed back to the district-level locality where the soldier was conscripted, as prescribed.
