Circular No.02/2022/TT-BTNMT stipulating the criteria that domestic solid waste treatment technology needs to meet.
Circular No.02/2022/TT-BTNMT that the solid waste treatment technology shall satisfy the following criteria:
- Regarding technology:
+ Being capable of receiving and classifying wastes, treating odors, leachate, garbage water, exhaust gases in combination with other technologies, treating different types of solid wastes; being capable of expanding capacity, recovering energy and treating secondary wastes; the level is suitable for the treatment scale;
+ Degree of automation and localization of equipment line; rate of treatment, reuse, recycling and landfill of daily-life solid waste; advanced level of treatment technology; durability of equipment and technology line; origin of equipment; synchronism of equipment in technology line, ability to use or replace all types of domestic components and spare parts, localization rate of technology and equipment system;
+ Prioritizing the technology which has been successfully applied and satisfied the environmental standards and technical regulations on waste treatment and recycling equipment and in accordance with the conditions of Vietnam and assessed and appraised by the competent authorities under regulations of law on science and technology and transfer of technology and under the list of technologies encouraged for transfer under regulations of law on technology transfer;
- Environment and social affairs:
+ Meeting environmental standards and technical regulations;
+ save land area;
+ Energy saving, energy recovery capability in the treatment process;
+ Capability of training local personnel to participate in the management, operation, maintenance and maintenance of the equipment.
- Economically:
+ the treatment cost consistent with the affordability of locality or not exceeding the treatment cost announced by the competent authority;
+ Capability to sell products from waste recycling;
+ Potential and economic value bringing from the reuse of waste, energy and useful products generated after treatment;
+ Market demand; product quality standards after disposal are applied;
+ The conformity of the costs of construction and installation of equipment; the cost of operation; the cost of maintenance and repair.
