1. What is the title of Cultural Residence Area?

The title of Cultural Residential Area is an emulation title for hamlets, villages, hamlets, cultural quarters, and the equivalent.

Specifically, an emulation title is a form of recognition, praising and honoring individuals and collectives with achievements in the emulation movement.

(Clause 3, Article 20 of the Law on Emulation and Commendation 2003 (amended 2005, 2013)

2. Criteria for the title of Cultural Residence Area in Vietnam

To achieve the title of Cultural residential area, a village, cultural residential group, or equivalent must meet the standards specified in Article 12 of Decree 122/2018/ND-CP as follows:

- Stable and gradually developed economic life, including the following criteria:

+ People of working age have jobs and stable incomes;

+ The income per capita is higher than the average level of the province or centrally run city (hereinafter referred to as the general average);

+ The percentage of poor and near-poor households is lower than the general average;

+ The percentage of households with permanent houses is higher than the general average, without dilapidated houses;

+ The main traffic system is hardened, ensuring convenient travel;

+ There are propaganda, dissemination, and training activities on technology application, science, and technology; developing traditional professions; and cooperation and linkage for economic development.

- A healthy and rich cultural and spiritual life, including the following criteria:

+ Having a cultural house and sports ground suitable to the conditions of the residential area;

+ Children of school age can go to school and meet the standards of universalization of lower secondary education and above;

+ Organizing cultural, artistic, sports, entertainment, and healthy activities; having a reading point for the community; performing the conciliation work well;

+ Preserving and promoting local traditional folk sports and cultural activities;

+ The historical - cultural relics, scenic spots are preserved and protected.

- Clean and beautiful landscape environment, including the following criteria:

+ Production and business activities meet the provisions of the law on environmental protection;

+ Having a water supply and drainage system;

+ Housing, public works, and cemeteries in accordance with the local planning;

+ Public entertainment venues are embellished, protected, and kept clean;

+ There is a place to arrange classified ads;

+ There is a waste collection point;

+ There are activities to propagate and raise people's awareness of environmental protection;

+ Organizing and participating in epidemic prevention and control activities.

- Well complying with the guidelines and policies of the Party and the laws of the State, including the following criteria:

+ Organizing the implementation of laws and population policies

+ Implementing democracy regulations at the grassroots level, creating conditions for people to participate in supervising activities of state agencies; self-governing organizations in the community operate effectively;

+ The rate of malnourished children decreases year by year; children are fully vaccinated;

+ Carrying out legal propaganda and dissemination activities;

+ Meeting safety standards on security and order;

+ The Party cell and mass organizations have successfully completed their tasks every year.

- Having a spirit of solidarity, mutual assistance, and mutual assistance in the community, including the following criteria:

+ Implementing the State's policy on humanitarian and charity activities and promoting the implementation of the movement "Grateful return", "Drink water, remember the source", "The campaign for the poor"
and other campaigns;

+ Taking care of and caring for the elderly, children, people with meritorious services, disabled people, vagrants, homeless people, and people in difficult circumstances.

3. Cases that are not considered for awarding the title of Cultural residential area in Vietnam

Specifically, in Article 13 of Decree 122/2018/ND-CP, if the residential area violates one of the following cases, the title of cultural residential area will not be considered:

- There are a large number of lawsuits and illegal over-level lawsuits.

- There are places, drug dens, and prostitution.

- There are activities that take advantage of religion to violate the law.
