1. Emulation titles in the People's Court in Vietnam

According to Article 12 of Circular 01/2018/TT-TANDTC, the emulation titles in the People's Court include the following categories:

- Emulation titles for individuals

+ "Advanced Labor";

+ "Basic emulation soldier";

+ "Emulation soldier of the People's Court";

+ "National emulation warrior".

- Emulation title for the team

+ "Advanced labor collective";

+ "Excellent labor collective";

+ "Emulation flag of the People's Court";

+ "Government's emulation flag".

2. Criteria for the title "Emulation Flag of the People's Court" and "Emulation Flag of the Government" in Vietnam

2.1. Criteria for the title "Emulation flag of the People's Court"

Specifically, in Clause 1, Article 19 of Circular 01/2018/TT-TANDTC, the title "Emulation flag of the People's Court" is considered and presented annually to the subjects specified in Clauses 1, 2, 3 and 4 of Articles 2 of Circular 01/2018/TT-TANDTC meets the following standards:

- Being chosen as an excellent typical collective from among those that won the title of "Excellent Labor Collective";

- Exceeded emulation targets and assigned tasks in the year;

- There are new factors and new models for other collectives in the People's Court to learn from;

- Internally unite, actively practice thrift, fight waste, fight corruption and other social evils;

- Get at least two-thirds of the units in the province's two-level People's Court (Cities under the Central Government), the Emulation Cluster (for Supreme People's Court, Court Academy, High People's Court, Provincial People's Court, and Military Court at all levels) to comment and vote on the proposal to be the leading unit of the emulation movement.

2.2. Criteria for the title "Government's Emulation Flag"

The title "Emulation flag of the Government" is considered and presented annually to the subjects specified in Clauses 1, 2, 3, 4, Article 2 of Circular 01/2018/TT-TANDTC (except for military courts at all levels) meeting the standards specified in Clause 1, Article 20 of Circular 01/2018/TT-TANDTC, specifically as follows:

- Being chosen as the leading typical collective among collectives to receive the title of "Emulation Flag of the People's Court";

- Internal solidarity, taking the lead in practicing thrift, fighting wastefulness, fighting corruption, and other social evils;

- Gain the trust and vote of at least two-thirds of the units in the Emulation Cluster as the leading unit in the People's Court emulation movement.

3. Regulations on the allocation of the number of "People's Court Emulation Flags" and "Government Emulation Flags" in Vietnam

* For the title "Emulation flag of the People's Court"

According to Clause 2, Article 19 of Circular 01/2018/TT-TANDTC, the maximum number of "Emulation Flags of the People's Court" (including to request the "Government Emulation Flag") is distributed as follows:

- Emulation cluster No. I: 05 flags for the provincial People's Court;

- Emulation cluster No. II: 05 flags for the provincial People's Court;

- Emulation cluster No. III: 05 flags for the provincial People's Court;

- Emulation cluster No. IV: 04 flags for the provincial People's Court;

- Emulation cluster No. V: 05 flags for the provincial People's Court;

- Emulation cluster No. VI: 04 flags;

- Emulation cluster No. VII: 02 flags;

- Emulation cluster No. VIII: 04 flags

* For the title of "Government's emulation flag"

The maximum number of "Government Emulation Flags" will be allocated as follows:

- Emulation cluster No. I: 02 flags for the People's Court of the province, 02 flags for the People's Court of the district;

- Emulation cluster No. II: 02 flags for the People's Court of the province, 02 flags for the People's Court of the district;

- Emulation cluster No. III: 02 flags for the People's Court of the province, 02 flags for the People's Court of the district;

- Emulation cluster No. IV: 02 flags for the People's Court of the province, 02 flags for the People's Court of the district;

- Emulation cluster No. V: 02 flags for the People's Court of the province, 02 flags for the People's Court of the district;

- Emulation cluster No. VI: 02 flags;

- Emulation cluster No. VII: 01 flag;
