1. Criteria for identifying communes in regions I, II, and III of Vietnam
1.1. Criteria for identifying communes in region I (communes initially developed) of Vietnam
Region I communes in ethnic minority Regions and mountainous Regions are communes specified in Article 2 of Decision 33/2020/QD-TTg and have one of the following two criteria:
- Having a poverty rate of less than 10%.
- Having been recognized as meeting new rural standards
1.2. Criteria for identifying communes in region II (communes with disavantages) of Vietnam
Region II communes belonging to ethnic minorities and mountainous Regions are the remaining communes after the Region III communes and zone I communes have been identified.
1.3. Criteria for identifying communes in region III (communes with special disavantages) of Vietnam
Region III communes in ethnic minority and mountainous Regions are communes specified in Article 2 of Decision 33/2020/QD-TTg that have not been recognized as meeting new rural standards and have one of the two following criteria:
- Having a poverty rate of 20% or higher (particularly in Mekong River Delta communes where the poverty rate is 15% or higher, or where more than 150 poor households are ethnic minority households).
- Having a poverty rate of between 15% and less than 20% (especially in communes in the Mekong River Delta, the rate of poor households is from 12% to less than 15%) and having one of the following criteria:
+ More than 60% of poor households are ethnic minority households in the total number of poor households in the commune, more than 60% are ethnic minority households;
+ There are 20% or more ethnic minority people between the ages of 15 and 60 who cannot read or write Mandarin;
+ The number of employees who have jobs but have not been trained for 3 months or more accounts for over 80% of the total number of employed workers;
+ The road from the district center to the commune center is over 20 km long, of which over 50% of the km have not been asphalted or concreted.

2. Procedures for identifying communes in regions I, II, and III of Vietnam
- For communes: Commune-level People's Committees shall identify communes in zones III, II, and I using the criteria; prepare a report on determination results and submit it to the district-level People's Committee within 15 working days of the date the district-level People's Committee directs and organizes implementation.
- For district level: After receiving the complete dossiers from the communes, the district-level People's Committees shall direct the synthesis, review, inspection, and report to the provincial-level People's Committees on the results of the identification of the communes of regions III, II, and I within 30 working days from the date the People's Committee of the province directs and organizes the implementation.
- Provincial level: After receiving all the applications from the districts, the People's Committee of the province shall direct the organization to review, appraise, and complete the dossier and send it to the Committee for Ethnic Minority Affairs within 45 working days from the date of receipt of the document directing the implementation of the Central Authority.
- Central: The Committee for Ethnic Minority Affairs shall synthesize, organize the appraisal, decide to approve the list of villages with special difficulties, and report to the Prime Minister for consideration and decision approving the list of communes in regions III, II, and I belonging to ethnic minorities and mountainous Regions within 45 working days from the date of receipt of complete dossiers from the provincial People's Committee.
