1. Principles of considering and conferring the State Prize in literature and art in Vietnam
The consideration and award of the State Prize in literature and art is based on the principles specified in Article 4 of Decree 90/2014/ND-CP, specifically as follows:
- The donation consideration is done on a voluntary basis.
- The organization of donation consideration must ensure objectivity, fairness, accuracy and publicity.
- An author's literary or artistic work or work may only be proposed for consideration for a major in literature or art.
- The author's works and works of literature and art that have been awarded the "State Prize" may not be combined with other literary and artistic works and works to be considered for the "Ho Chi Minh Prize" award.
2. Criteria for considering and conferring the State Prize in Literature and Art in Vietnam
According to Article 10 of Decree 90/2014/ND-CP (amended in Clause 3, Article 1 of Decree 133/2018/ND-CP), authors to be considered for the State Prize must have literary and artistic works that satisfy the following criteria:
- For works and works published and used from 1993 or earlier:
+ Having good effects in education, building new people, improving people's aesthetic level; making a significant contribution to changing people's awareness in the cause of developing Vietnamese literature and art, and building and defending the Fatherland;
+ Having excellent values in literature, art, ideological content, and art form.
- For works and works published and used after 1993:
+ Having good effects in education, building new people, improving people's aesthetic level; making a significant contribution to changing people's awareness in the cause of developing Vietnamese literature and art, and building and defending the Fatherland;
+ Having excellent values in literature, art, ideological content and art form:
++ Having been awarded the First, Second, and Third Prizes (A, B, C or Gold, Silver, and Bronze Prizes) at national competitions, professional festivals and exhibitions on literature and art organized by the Ministry of Culture, Sports and Tourism;
++ Having been awarded the First, Second, and Third Prizes (A, B, C or Gold, Silver, and Bronze Prizes) of the Central Association of Specialized Literature and Arts in the specialized field;
++ Having been awarded main prizes at prestigious international literary and art competitions, festivals, and exhibitions.
3. Conditions for considering and conferring the State Prize in literature and art in Vietnam
The conditions for considering and conferring the State Prize in literature and art are prescribed as follows:
- Authors whose literary or artistic works are considered for State Prize must be loyal to the Socialist Vietnamese fatherland and follow the laws of Vietnam.
- Literary and artistic works and works to be considered for State Prize must satisfy the following conditions:
+ Having been published and used in the forms of publishing, architecture, exhibition, theater, cinema, radio, television, teaching, discography, and other forms since the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on September 2, 1945.
Publication period of at least 03 years for the State Prize, up to the time of submitting the application at a specialized agency under the People's Committee of the province or city under central authority in the field of culture, art, or the Central Association of Specialized Literature and Arts;
+ No copyright disputes since the time of publication.
