1. Subjects eligible to be considered for the title of "People's Artist" in Vietnam

The title "People's Artist" is considered and awarded to the following subjects:

- Artist: Singing, dancing, music, theater, cinema, television in the fields of Classical drama; Traditional operetta; Cairojess; Folk drama; Drama; Physical drama; Opera; Dance music; Circus; Juggle; Sing; Dance; Recitation; Film; TV;

- Directing works in the fields of: Tuong; Paddle; Cairojess; Folk drama; Drama; Physical drama; Opera; Dance drama; Dance music; Circus; Juggle; General art program of music and dance; Cinema and television (genres of feature films, documentaries, science, animation), radio and television theater;

- Sound makers in cinematographic, television, and theatrical works; theatrical lighting and general art showmen;

- Choreographer; Conductor; choir conductor; conductor symphony ballet music; art director;

- Filming movies and television shows of all genres: feature films, documentaries, scientific films, cartoons, etc.

- Artist: Create puppets; cartoon moves; stage decoration design; costumes, stage costumes, cinema, television;

- Radio and television broadcasters operating in the field of culture and art.

2. Criteria for consideration and award of the title "People's Artist" in Vietnam

According to Article 8 of Decree 89/2014/ND-CP (amended by Clause 2, Article 1 of Decree 40/2021/ND-CP), the criteria for awarding the title of "People's Artist" are prescribed as follows:

- Loyalty to the Socialist Vietnamese Fatherland; abiding by the guidelines and lines of the Party; policies and laws of the State; charters, internal rules and regulations of agencies, organizations, and localities;

- Having moral qualities, being exemplary in life, and dedicated to the profession; having excellent artistic talents, typical for art types, branches, and professions; having a professional reputation; loved by colleagues and people.

- Having a continuous or cumulative period of professional art activities of 20 years or more; especially for the circus and dance art forms, with a period of continuous or cumulative professional artistic activity of 15 years or more;

- Having been awarded the title of "Excellent Artist" and then meeting one of the following criteria:

+ Having at least two national gold medals (at least one of which belongs to an individual).

The domestic or international Gold awards of individuals or of films, programs, plays, or performances shall be converted to calculate achievements for individuals according to the provisions in Appendix II, issued together with Decree 89/2014/ND-CP.

+ Having at least 03 national Gold prizes (if not 01 Gold prize belongs to an individual).

The domestic or international Gold awards of individuals or of films, programs, plays, or performances shall be converted to calculate achievements for individuals according to the provisions in Appendix II, issued together with Decree 89/2014/ND-CP.

+ Having outstanding contributions, outstanding artistic talents, and a lack of awards as prescribed at Points a and b, Clause 4, Article 8 of Decree 89/2014/ND-CP but discussed and evaluated by councils at all levels. The price is a special case, and we submit it to the Prime Minister for consideration and decision in the following specific cases:

(i) an elderly artist who has made significant contributions to the field of art, as defined in Article 2 of the Law on the Elderly (2009);

(ii) Artists actively participate in a variety of activities that support major political tasks in their community and country.

(iii) Artists are lecturers at professional art and cultural training schools, training generations of students to participate in winning high prizes at international professional art competitions.

3. Process of considering and awarding the title of "People's Artist" in Vietnam

The consideration and award of the title "People's Artist" is carried out through 3 levels of the Council as follows:

- The grassroots council at the grassroots art unit established by the head of the unit includes:

+ Theaters, professional art troupes belonging to ministries, provinces, and centrally-run cities;

+ Academies, art training schools, and film studios belonging to ministries, provinces, and centrally-run cities have the function of art research, training, and creation;

+ Department of Cinema, Department of Performing Arts under the Ministry of Culture, Sports and Tourism;

+ Department of Party and political work under the Ministry of Public Security; The General Department of Politics of the Vietnam People's Army under the Ministry of National Defense;

+ Specialized agencies for state management of culture under the People's Committees of provinces and centrally run cities;

+ Provincial radio and television stations, as well as radio and television stations.

(As amended by Clause 4, Article 1 of Decree 40/2021/ND-CP).

- Ministerial Councils at the Ministry of Culture, Sports and Tourism, the Ministry of National Defense, and the Ministry of Public Security established by the Ministers; at Vietnam Television Station, Radio Voice of Vietnam established by the General Director of Vietnam Television, Voice of Vietnam or the Council of provinces and centrally run cities (hereinafter referred to as provincial level), the Chairman of the Provincial People's Committee established.

- The State Council takes two steps:

+ Step 1: State-level specialized councils are established by the Minister of Culture, Sports and Tourism according to each art field: Music, Cinema, Theater, Dance, Radio, and Television;

+ Step 2: The State Council shall be established by the Prime Minister at the proposal of the Minister of Culture, Sports, and Tourism.
