1. Who is the medal "For the Development of Vietnam's Transport"?

According to Clause 1, Article 3 of Circular 50/2019/TT-BGTVT, the Medal "For the Development of Vietnam's Transport" is a form of reward of the Ministry of Transport for individuals who have made many contributions to the cause of construction and development of Vietnam's transport industry.

Specifically, medals have shapes, sizes, and colors that represent the characteristics of Vietnam's transportation industry and are consistent with the general regulations of the State. Attached to the Medal is a Certificate of Commemorative Award from the Ministry of Transport (according to the form registered by the Ministry of Transport).

2. Criteria for awarding the medal "For the Development of Vietnam's Transport"

2.1. For individuals in Vietnam's transport sector

Individuals specified in Clause 1, Article 2 of Circular 50/2019/TT-BGTVT who have good moral qualities and complete assigned tasks during their working period will be considered for a Medal when meeting one of the following criteria: :

- Having dedicated time to Vietnam's transportation industry, specifically:

+ Individuals working in Vietnam's transportation industry with full 20 years or more for men and 15 years or more for women.

+ Individuals in other industries who move to Vietnam's transportation industry or move from Vietnam's transportation industry to other industries with full 25 years of continuous work; in which the working time in Vietnam's transportation industry is full 10 years or more for men and full 08 years or more for women.

+ For the cases specified at Points a and b of this Clause, if working in deep-lying areas, remote areas, high mountains, or islands, they are entitled to a regional allowance of 0.5 or more according to regulations; the actual working time in the above areas is multiplied by a factor of 1.5.

+ For the case of the Leader of the Ministry of Transport (incumbent or on leave of the policy or job transfer), when considering donation, the working seniority is not counted.

- For civil servants who have held the leadership position of a Department, General department, or Department under the Ministry of Transport (or equivalent) for at least 5 years or hold a leadership position in the Department of Transport:

There are many merits and achievements contributing to the construction and development of Vietnam's transport industry, certified and recognized in writing by the Minister of Transport or the provincial People's Committee.

- Individuals in the Industry who have made a lot of merit or contributed resources to contribute to the construction and development of Vietnam's transport industry and are approved by the Minister of Transport or the President of the People's Committee of the province shall certify in writing that he/she meets one of the following criteria:

+ Having initiatives or scientific research works of practical and effective value for the development of Vietnam's transportation industry;

+ Having contributed labor, human, financial, or other material with practical and effective value to the development of Vietnam's transport industry.

2.2. For individuals outside Vietnam's transport sector

Specifically, according to Article 6 of Circular 50/2019/TT-BGTVT, individuals outside Vietnam's transport sector specified in Clause 2, Article 2 of Circular 50/2019/TT-BGTVT may be considered for a Medal when meeting one of the following criteria:

- Having merits and outstanding achievements in leadership, direction, and management, the province contributed to the construction and development of Vietnam's transportation industry and was approved by the People's Committee of the province or Ministries or branches with written certification and recognition.

- Having initiatives, solutions, or scientific research works of practical value, making practical and effective contributions to the development of Vietnam's transport sector, certified and recorded by the People's Committee of the province or the ministry or branch.

- Having contributed resources (intellectual, financial, or material) to contribute to the construction and development of Vietnam's transportation industry, certified and recognized in writing by the People's Committee of the province or the ministry or branch.

- Having merit in building and consolidating the cooperative relationship between Vietnam and other countries and international organizations, contributing to the construction and development of Vietnam's transportation industry.

- Other special cases decided by the Minister of Transport.
