Continuing Housing Support for Individuals with Meritorious Service to the Revolution until December 31, 2019

Below is a noteworthy content regulated in Resolution 46/NQ-CP issued on June 27, 2019, regarding the implementation of housing support policies for people with meritorious services to the revolution according to Decision 22/2013/QD-TTg.

The Resolution requires the continued implementation of housing assistance policies for individuals who have contributed to the revolution according to the provisions of Resolution 63/NQ-CP until the end of December 31, 2019; the extension of the disbursement period for allocated funds in 2018 to implement the housing assistance policy for individuals who have contributed to the revolution shall be carried out according to the provisions of Clause 1, Article 76 of the Law on Public Investment and Clause 5, Article 1 of Decree 120/2018/ND-CP.

Simultaneously, according to the content of the Resolution, the Government of Vietnam agrees in principle to handle some proposals from localities as follows:

- For households listed in the Scheme verified by the Ministry of Labor, Invalids and Social Affairs as of May 31, 2017, which have advanced funds themselves to build housing but did not report to the commune-level People's Committee for inspection, listing, and payment as per regulations, the locality must review, compare the subjects, and the new construction or repair of housing. If they meet the provisions of Decision 22/2013/QD-TTg, they will be supported.

- For households listed in the Scheme, which have advanced funds themselves to build housing but have moved elsewhere, constructed or are in the process of constructing the house but have sold this house to others, no support will be provided.

- For households listed in the Scheme but have been supported by organizations or individuals to construct or repair housing, if the housing is now damaged and meets the provisions of Clause 2, Article 2 of Decision 22/2013/QD-TTg, they will continue to be supported.

The Resolution also emphasizes that for localities with excess funds which the central budget has allocated to implement housing assistance for individuals who have contributed to the revolution in phase 2, the provincial and municipal People's Committees under central management must direct specialized agencies to return the central budget according to the provisions of the Law on State Budget and guiding documents.
