This continues to be one of the noteworthy contents in the Draft Circular regulating recruitment in the Public Security sector, replacing Circular 15/2016/TT-BCA, which is still pending approval.

To be specific, Article 7 of this Draft stipulates the subjects eligible to apply for new formal university education for those who have graduated from high school and equivalent, including:
- Police officers;
- Obligatory policemen in the People's Police with 12 months of service or more;
- Citizens who have completed obligatory service in the People's Police or military service in the People's Army within no more than 12 months from the date of discharge to the pre-selection month (March);
- Citizens with permanent residence in the locality where they register for pre-selection (excluding the subjects mentioned above).
Thus, if this Draft is approved, in the upcoming period, obligatory policemen with 12 months of service or more will be eligible to apply for People's Police schools. This means that policemen who enlisted in 2019 can take the exam together with 2018 obligatory policemen this year.
According to current regulations, citizens fulfilling obligatory service in the People's Police with 24 months of service or more up to the month of application, who have the desire and are nominated by the Police units and localities, are eligible to apply for new formal university education for those who have graduated from high school and equivalent.
Additionally, according to this Draft, to apply, obligatory policemen need to meet the following conditions alongside the admission requirements prescribed by the Ministry of Education and Training:
- In high school and equivalent years, have an average academic performance (according to the academic record), the average score of subjects in the selection combination must be 6.5 or higher; other academic conditions as prescribed annually by the Ministry of Education and Training, Ministry of Public Security;
- Not more than 30 years old in the application year;
- Classified as completing the task or higher in the year before the application;
- Meet the political standards currently stipulated by the Ministry of Public Security;
- Meet the health standards required for admission to the People's Police as stipulated by the Ministry of Public Security, specifically:
+ Height from 164cm to 195cm for males, from 158cm to 180cm for females;
+ Body Mass Index (BMI) calculated by weight (kilograms) divided by the square of height (meters) should be from 18.5 to 30;
+ If suffering from refractive errors such as myopia or hyperopia, the degree should not exceed 3 diopters; visual acuity through glasses must be 10/10, total visual acuity of both eyes must be 19/10 or higher;
- Talents: the ability to remain calm, agility, good memory, logical thinking, and other qualities (if any) according to the requirements of each professional force unit in the People's Police.
