Conditions on organizations conducting work safety assessment

Conditions on organizations conducting work safety assessment

As prescribed in Clause 1 Article 17 of the Circular No. 10/2021/TT-BXD and Clause 1 Article 97 of the Decree No. 15/2021/ND-CP, requirements for construction safety assessment shall be specified as follows:

(1) Class I construction works:

- Individuals who assume the prime responsibility for conducting construction inspection must meet the conditions for practice of construction inspection of appropriate grade I;

- Individuals participating in the construction inspection must have professional qualifications suitable to the construction inspection work;

- Have conducted construction inspection of at least one construction work grade I or higher or two construction works of grade II or higher.

(2) Class II constructions;

- Individuals in charge of construction inspection must meet at least class II practice requirements;

- Individuals participating in the construction inspection must have professional qualifications suitable to the construction inspection work;

- Have conducted construction inspection of at least one construction work of level II or higher or two construction works of level III or higher.

(3) Class III construction works:

- Individuals in charge of conducting construction inspection must satisfy the conditions for practice of construction inspection of appropriate grade III;

- Individuals participating in the construction inspection must have professional qualifications suitable to the construction inspection work.

The scope of operation of the verification service provider is similar to that of the verification service provider specified in Clause 2 Article 97 of the Decree No. 15/2021/ND-CP.

- Class I: The organization is entitled to conduct construction inspection for all Works of the same type.

- Class II: The organization is entitled to inspect Works less than or equivalent to class II that conform to their certificate.

- Class III: The organization is entitled to inspect Works less than or equivalent to class III that conform to their certificate.

Cost of works safety assessment

Costs for construction safety assessment mentioned in Article 18 of the Circular No. 10/2021/TT-BTC include:

The cost of safety assessment is part of the cost of consultancy serving maintenance of construction works, including:

- Expense for survey, making dossier of the current status of the work (if any).

- Expenses for construction safety assessment.

- Cost for verifying the outline of assessment of works safety, cost for hiring consultancy organization to supervise the implementation of assessment of works safety (if any).

- Other related expenses.
