This is the notable content in the Draft Version 2 of the Circular by the Ministry of Public Security, which completely abolishes the list of state secrets classified as confidential issued by the Minister of Public Security.

Article 1 of this Draft lists 58 legal documents that will be entirely repealed, including, but not limited to, the following:
Decision 151/2003/QD-BCA(A11) on the list of state secrets classified as Confidential within the Banking sector.
Decision 191/2004/QD-BCA on the list of state secrets classified as Confidential of the Nhan Dan Newspaper.
Decision 637/2003/QD-BCA(A11) on the list of state secrets classified as Confidential of the Central Committee of the Ho Chi Minh Communist Youth Union.
Decision 917/2003/QD-BCA(A11) on the list of state secrets classified as Confidential of the Communist Party Liaison Committee abroad.
Decision 918/2003/QD-BCA(A11) on the list of state secrets classified as Confidential of the Central Foreign Affairs Committee.
Decision 30/2004/QD-BCA(A11) on the list of state secrets classified as Confidential of the People's Court sector.
Decision 31/2004/QD-BCA(A11) on the list of state secrets classified as Confidential of the Central Organizing Committee.
Decision 52/2004/QD-BCA(A11) on the list of state secrets classified as Confidential of the Vietnam Women's Union.

Thus, in the near future, if this Draft is approved, all 58 documents mentioned in the Draft will be repealed.
From July 2020 onwards, according to the provisions of Clause 1 and Point a, Clause 2 of Article 9 of the Law on Protection of State Secrets 2018, the authority to issue the list of state secrets belongs to the Prime Minister of the Government of Vietnam; the responsibility for compiling the list of state secrets belongs to the Minister, the head of the ministry-level agency of the sector or field that the Ministry or ministry-level agency manages.
It can be observed that the Law on Protection of State Secrets 2018 stipulates that the responsibility for compiling the list of state secrets of any sector or field belongs to the Minister, the head of the ministry-level agency of that sector or field. Therefore, legal documents issued by the Minister of Public Security before the effective date of this Law which do not belong to the sectors or fields managed by the Ministry of Public Security are justifiably repealed.
