In section one, Law Secretary has summarized the notable new points of three Laws: The Law on Education 2019, The Law on Architecture 2019, and The Law on Prevention and Control of Alcohol-related Harm 2019. Below, Law Secretary will summarize the new points of the remaining four Laws passed at the 7th session of the 14th National Assembly.

4. From July 1, 2020, extend the deadline for individuals to directly finalize personal income tax
This is one of the notable contents of the Tax Administration Law 2019 passed on June 13, 2019, at the 7th session of the 14th National Assembly.
The deadline for filing tax returns for taxes that have an annual tax period is as follows:
- No later than the last day of the third month from the end of the calendar year or fiscal year for annual tax finalization dossiers; no later than the last day of the first month of the calendar year or fiscal year for annual tax filing dossiers.
- No later than the last day of the fourth month from the end of the calendar year for personal income tax finalization dossiers of individuals who directly finalize taxes.
Thus, from July 1, 2020, the deadline for finalizing personal income tax for individuals who directly finalize taxes will be extended (according to current regulations, this is no later than the 90th day from the end of the calendar year or fiscal year).
In addition, for the tax return of business households, individuals paying tax by presumption method, the latest deadline is December 15 of the preceding year. For new business households or individuals starting new businesses, the tax return deadline is no later than 10 days from the start of business.

5. Homosexual and transgender prisoners are to be held separately
This is a new notable content stipulated in the Law on Execution of Criminal Judgments 2019, which officially takes effect from January 1, 2020.
Prisoners who are homosexual, transgender, or have not clearly defined genders can be held separately.
In addition, according to this Law, from January 1, 2020, prisoners will be allowed to communicate with relatives via domestic phone calls once a month, each call not exceeding 10 minutes, except in urgent cases (current regulation is a maximum of 5 minutes).
Each month, prisoners are allowed to send 2 letters. The warden, the superintendent of the detention center, and the head of the criminal judgment execution department of the district police must inspect and censor the letters sent and received by prisoners.
6. Insurance consultants must have a university degree or higher
This is one of the notable new contents in the Law amending and supplementing some articles of the Insurance Business Law and the Intellectual Property Law, recently passed by the National Assembly on June 14, 2019.
Individuals providing insurance consulting services must meet the following conditions:
- Be at least 18 years old and have full civil act capacity;
- Have a university degree or higher in insurance specialization.
If there is no university degree or higher in insurance specialization, there must be a university degree or higher in another specialty and an insurance consulting certificate granted by a legally established and operational training institution domestically or overseas.
In addition, according to this Law, from November 1, 2019, a contract for using a trademark will have legal validity even if both parties sign it without registration with the state management agency.

7. 05 tasks, projects do not require investment policy decisions from January 1, 2020
On June 14, 2019, the National Assembly officially passed the Public Investment Law 2019 at the 7th session of the 14th National Assembly. Notably, this Law stipulates the tasks and projects that do not require investment policy decisions.
From January 1, 2020, the following 05 tasks and projects will not require investment policy decisions:
- Investment preparation tasks.
- Planning tasks.
- Emergency public investment projects.
- Projects under the national target program.
- Component projects within a project for which the investment policy decision has been issued by a competent authority.
In addition, according to this Law, from January 1, 2020, besides the authority to decide investment policies for public investment programs using central budget funds, except national target programs and national important projects, the Government of Vietnam will have additional authority to regulate the decentralization of authority, procedures for deciding investment policies for programs, and projects using legitimate revenue sources of state agencies and public service providers, in compliance with regulations on financial autonomy of agencies and units.
