The Ministry of Finance of Vietnam has officially promulgated Circular 26/2018/TT-BTC stipulating the management and use of operational expenditures of the State Budget to implement the Target Program for Health - Population in the period 2016 - 2020, including the following expenditures:

| 1. | Expenditure on the construction, modification, and supplementation of programs, curricula, training manuals, professional skill enhancement materials, and professional guides |
| 2. | Expenditure on training, short-term training, and professional skill enhancement |
| 3. | Expenditure on organizing conferences for planning, implementing, preliminary and final review conferences, and activities or component projects under the Program |
| 4. | Expenditure on organizing domestic scientific seminars, research activities, and supporting professional content of the Program according to research outlines approved by competent authorities |
| 5. | Expenditure on organizing international conferences and seminars on the contents and activities of the Program |
| 6. | Expenditure on investigation, survey, and statistics according to the professional content of each Project |
| 7. | Expenditure on constructing, managing, using, and updating databases, data management software; developing, updating, and managing information of Projects and Programs on electronic websites and portals |
| 8. | Expenditure on hiring domestic experts as decided by the heads of agencies or units implementing the Program |
| 9. | Expenditure on studying, exchanging experiences, and international cooperation to enhance capacity and effectively implement the activities of the Program |
| 10. | Expenditure on purchasing medicines, food samples, contraceptives, medical equipment, biological products, chemicals, consumables, specialized tools, and equipment (for training, communication, information technology, and management) used for professional activities of each Project under the Program, including purchases for training classes, hands-on clinical and pre-clinical practices (if any). |
