Currently, the Ministry of Labor, War Invalids and Social Affairs is drafting a Circular guiding the process of soliciting children's opinions in the process of drafting documents about children or related to children.
The process of gathering children's opinions is carried out according to the following principles:
- Ensure that children participate voluntarily, proactively, and in a manner appropriate to their age, gender, and development;
- Create a safe, friendly, and equal environment for children to participate;
- Provide children with complete information; the content and form of collecting opinions must be appropriate to the age, gender, and development of children;
- Do not discriminate, retaliate, or stigmatize when children express or do not express their opinions and desires;
- Ensure the best interests of children when participating in giving opinions;
- The opinions and desires of children, as well as the opinions of the organization representing the voice and aspirations of children, must be respected, listened to, absorbed, and responded to fully, promptly, objectively, and honestly;
- Individuals collecting children's opinions must possess knowledge, a friendly attitude, and skills suitable for interacting with children.

After organizing the collection of children's opinions, the agency or organization responsible for collecting those opinions shall prepare a Report on the results of gathering children's opinions and submit it to the drafting entity.
The drafting entity shall compile the children's opinions, adopt appropriate opinions, and incorporate them into the draft document before issuance or submission to the competent authority for issuance.
Within 60 days after the document is issued, the drafting entity must inform and respond to children regarding the opinions that have been adopted and stipulated in the document; and explain and answer those opinions and aspirations of children that were not adopted.
