Can people who are unable to get fingerprints get Citizen ID card in Vietnam?

Collecting fingerprints and identifying characteristics of people who come to apply for a citizen identification card is one of the important steps when carrying out the procedure for granting a citizen identity card. Therefore, can people who are unable to get fingerprints get Citizen ID card in Vietnam?

Normally, the order and procedures for issuing Citizen ID card under Article 22 of Vietnam's Law on Citizenship Identity 2014 and Article 12 of Circular 07/2016/TT-BCA include:

(1) Fill in the citizen's identification declaration form as prescribed;

(2) Dossier-receiving officers check and compare citizens' information in the citizen's identity declaration (in case the citizen declares online, it will be received through a barcode reader or information acquisition device into the system) with information in the national population database that has been connected to the identity database of citizens to accurately identify the person who needs to be issued a card and unify the content of information about the citizen;

(3) Officers of the citizen identification management agency take pictures and collect fingerprints of people who come to do the procedures;

(4) Issue an appointment to return the citizen's identity card to the person who comes to carry out the procedures;

(5) Return the citizen's identity card according to the time and place specified in the appointment letter (unless the citizen requests to return the card at another location)

As above, collecting fingerprints is a necessary step when carrying out the procedure for issuing a citizen ID card. However, in fact, there are some cases where people who come to apply for citizen ID cards can't get their fingerprints. Can they still get citizen ID cards?

At point d, Clause 1, Article 12 of Circular 07/2016/TT-BCA stipulates as follows:

Officers of the citizen identification management agency take photos, collect fingerprints and identification characteristics of people who come to carry out procedures for issuance of citizen identification cards to print on the receipt of citizen identification information and identity cards citizens according to regulations.

Officials of the citizen identification management agency will collect the citizen's fingerprints through the fingerprint receiver. In case a finger is amputated, crooked, deformed, and cannot be fingerprinted, write specific content in the corresponding position of that finger.

In addition, Clause 3, Article 5 of Vietnam's Circular 11/2016/TT-BCA clearly states the process of collecting citizens' fingerprints as follows:

Acquiring pinched fingerprints of 4 right-hand fingers; pinched fingerprints of 4 fingers of the left hand; fingerprints of 2 thumbs.

If 10 fingerprints from the citizen cannot be collected, describe and enter information about the status of the fingerprint not being collected.

Thus, people who cannot get fingerprints are still allowed to make citizen identification. In this case, the staff of the citizen identification management agency will describe and enter information about the unrecognized fingerprint status in the corresponding position of that finger.
