Benefits of serving in the military in Vietnam

When participating in military service, participants not only can cultivate their bravery, character and behavior in the military environment but also have certain rights as defined in Decree 27/2016/ND-CP. As follows:

** For non-commissioned officers and soldiers during active service in Vietnam

(1) Leave regime for non-commissioned officers and soldiers serving active duty

- Non-commissioned officers and soldiers serving active duty from the thirteenth month onwards are entitled to annual leave; the rest time is 10 days (excluding departure and return days) and is paid for train, car, travel allowance under current regulations of Vietnam

- For non-commissioned officers and soldiers who are students of academies and schools inside or outside the Army, studying for one year or more and having a summer break between two school years, this time off is counted as the period of study. Leave time and be paid train, car, and travel allowance according to current regulations.

- In special cases due to requirements of combat duty, combat readiness or in places where travel conditions are difficult to deal with, leave shall be paid in cash. Specifically:

+ The rate of payment for a day without leave is equal to the basic meal rate of a non-commissioned officer and infantry soldier as prescribed at the time of not taking leave; The highest number of paid days for each non-commissioned officer and soldier is 10 days.

No payment for train, car, travel allowance and time is counted as travel day.

+ The head of the regiment level and equivalent or higher is responsible for considering and deciding on the cases in which the leave regime is paid at the unit.

- Non-commissioned officers and soldiers have taken annual leave according to the regime, if the family suffers a natural disaster, a severe fire, or a biological father or mother; father, mother-in-law or father, mother-in-law; legal custodians; spouses and children, legally adopted children who die or are missing or non-commissioned officers and soldiers who have made exceptionally outstanding achievements in performing their duties are entitled to special leave , for a period not exceeding 5 days. excluding the date of departure and return) and be paid for train, car and travel allowance according to current regulations.

Note: Cash payment will not be processed for the cases eligible for special leave mentioned above.

(2) Some other regimes and policies for non-commissioned officers and soldiers serving in the army of Vietnam

- To be assured of timely, sufficient and correct supply of food, foodstuffs, military equipment, preventive and curative drugs; be guaranteed accommodation, monthly allowance, necessities and cultural and spiritual needs suitable to the nature of the army's tasks; regimes are guaranteed during holidays and Tet; be guaranteed health care when injured, sick, or have accidents according to the provisions of law;

- Exemption from freight when transferring money, parcels and parcels; is granted 04 postage stamps/month, the price of postage stamps according to regulations of the Ministry of Information and Communications of Vietnam and is granted the same period of monthly military rank allowance.

- From the twenty-fifth month onwards, an additional 250% of the current monthly salary allowance shall be paid;

- To be counted in family size when the family is assigned or adjusted for housing area, land for housing construction and arable land;

- Counting the time of active service in the working time;

- Having achievements in combat, work and training shall be commended and rewarded according to the provisions of law;

- To be guaranteed by the State the social insurance and health insurance regimes in accordance with the provisions of the Law on Social Insurance and the Law on Health Insurance of Vietnam;

- To be entitled to suspend payment and not charge interest on a loan from the Bank for Social Policies that before enlistment is a member of a poor household, a student, or a student as prescribed by law;

- Non-commissioned officers and active-duty soldiers who fully meet the conditions and standards of political, moral, cultural, health, and age qualities may participate in the enrollment in accordance with regulations of the Ministry of National Defense and earn points. priority in enrollment according to current regulations.

(3) Additional allowances due to deferring service time in the army

In addition to the military rank allowances as prescribed, non-commissioned officers and soldiers serving in the army, and who are decided by the Minister of National Defense of Vietnam to defer their active service time, from the twenty-fifth month onwards, monthly receive an additional 250% of the current military rank allowance.

This extra allowance does not apply to non-commissioned officers, soldiers awaiting the transition to professional military status, defense workers and public employees; waiting to go to school, take the entrance exam; are studying at academies, schools inside and outside the Army and other cases.

In particular, for non-commissioned officers and female soldiers serving in the army, they are entitled to a monthly incentive allowance of 0.2 compared to the base salary.

** For relatives of non-commissioned officers and active-duty soldiers in Vietnam

Relatives of non-commissioned officers and soldiers (including: natural fathers and mothers; fathers, mothers-in-law or father-in-law; lawful nurturers of spouses; spouses; natural children, lawfully adopted children of subordinates; officers and soldiers serving active duty) are entitled to a health insurance regime in accordance with the Law on Health Insurance of Vietnam and an unexpected hardship allowance in the following cases:

- When the housing of non-commissioned officers and active-duty soldiers is in an accident, fire, or natural disaster resulting in house collapse, house drift, house fire, or relocation, or property is damaged or severely damaged. economic benefits are subsidized at the rate of 3,000,000 VND/rate/time;

(The allowance in this case is not more than 02 times/year for a non-commissioned officer, soldier)

- Relatives of non-commissioned officers and active-duty soldiers who fall ill for 01 month or more or are treated once at a hospital for 07 days or more are entitled to an allowance of 500,000 VND/relative/time;

(The subsidy regime in this case is provided no more than 02 times/year for each relative of non-commissioned officers and soldiers).

- Relatives of non-commissioned officers and active-duty soldiers who have died, died or gone missing are entitled to an allowance of 2,000,000 VND/person.

In addition, legal biological and adopted children of non-commissioned officers and active-duty soldiers are exempted or reduced from tuition fees when studying at public or non-public general education institutions as prescribed in  Decree 81/2021 /ND-CP of Vietnam.

** For non-commissioned officers and demobilized soldiers in Vietnam 

(1) One-time demobilization allowance in Vietnam

In addition to the one-time social insurance regime, which is entitled to according to the provisions of the law on social insurance, non-commissioned officers and soldiers are entitled to a one-time demobilization allowance for each year of service in the Army. grant a diploma of 02 months' base salary according to the Government's regulations at the time of demobilization.

The case of odd month is calculated as follows:

- Under 01 month, they are not entitled to demobilization allowance;

- From full 1 month to full 6 months, they are entitled to an allowance equal to 1 month's base salary;

- From more than 6 months up to 12 months, the allowance is equal to 02 months of base salary.

(2) Military rank allowance in Vietnam

Non-commissioned officers and soldiers who have served in the army for a full 30 months, upon discharge from the army, are entitled to an additional 02-month allowance for their current military rank ;

In case of being demobilized before 30 months, the active service period from the 25th to under 30 months will be entitled to an additional 01 month of current military rank allowance.

(3) Job creation allowance in Vietnam

Non-commissioned officers and soldiers who have completed their active duty service in accordance with the Law on Military Service of Vietnam upon discharge are entitled to a job creation allowance equal to six months' base salary as prescribed by the Government at the time of discharge.

(4) Travel allowance in Vietnam

Non-commissioned officers and soldiers when discharged from the army are directly managed by the unit to organize a farewell meeting before demobilization, at the expense of 50,000 VND/person; be sent off and taken to the place of residence by the unit in accordance with regulations or provided with train and vehicle fare (common type) and travel allowance from the unit to the place of residence.
