1. What is a World Heritage Management Plan?

According to Clause 12, Article 3 of Decree 109/2017/ND-CP, the World Heritage Management Plan is a document that summarizes measures to preserve the outstanding universal value of world heritage, including the assignment of specific responsibilities to all involved in the implementation of such conservation measures.

Specifically, world heritage (or world cultural and natural heritage) is a historical-cultural relic, a typical scenic spot in Vietnam with outstanding global value in terms of culture and nature, inscribed on the World Heritage List by the United Nations Educational, Scientific, and Cultural Organization (UNESCO).

2. Basic contents of the World Heritage Management Plan

The basic content of the world heritage management plan is specified in Article 8 of Decree 109/2017/ND-CP, specifically as follows:

- Description of the world heritage

+ Relic sites, clusters of relics, natural landscapes, geology, biodiversity, and original elements constitute the outstanding global value of the world heritage;

+ The current status of the world heritage area and the buffer zone of the world heritage area;

+ Communities living in the world heritage area and the buffer zone of the world heritage area;

+ The historical, cultural, scientific, and aesthetic value of the world heritage;

+ Declaration of outstanding universal value of world heritage recognized by the World Heritage Committee.

- The current status of world heritage protection and management.

- Objectives of the World Heritage Management Plan.

- National and international legal regulations related to the protection and management of world heritage; mechanisms and policies applied to the protection and management of world heritage.

- Periodic monitoring of the conservation status of the world heritage: Indicators to be monitored; monitoring cycle and time; organizations and individuals responsible for supervision; protective measures should be taken to prevent risks of impacting and affecting the world heritage.

- Identifying the risks affecting the world heritage and community life to propose the development of regulations on world heritage protection according to the provisions of Articles 12 and 13 of Decree 109/2017/ND-CP.

- Rights and obligations of organizations and individuals related to the protection and management of world heritage.

- The plan to strengthen the organizational apparatus and human resources of the organization assigned to manage and use the world heritage.

- Proposing the task of preserving, restoring, and promoting the value of the world heritage and funding sources for implementation.

- The world heritage management plan must be divided into 5 years periodically to re-evaluate, consider, and adjust (if necessary) to ensure it is suitable with the world heritage protection and management practices from time to time. .

3. Principles of world heritage management plan in Vietnam

Specifically, in Clause 1, Article 7 of Decree 109/2017/ND-CP, the principles of world heritage management planning include:

- Consistent with the local socio-economic development strategy, cultural development strategy, forest protection and development strategy, and other relevant strategies;

- Conformity with the World Heritage profile submitted and kept at UNESCO and the World Heritage Master Plan;

- Ensuring the connection and integration between the protection of world heritages with environmental protection and requirements on natural disaster prevention, control, and response to climate change; harmonize the relationship between world heritage protection and sustainable development;

- Ensuring publicity, transparency, and participation of the community, relevant agencies, organizations, and individuals in the management planning process;

- Protecting national sovereignty, ensuring national defense and security;

- Being suitable for implementation resources and ensuring feasibility.
