This is one of the noteworthy contents in Directive 33/CT-TTg on strengthening measures to ensure a joyful, healthy, safe, and economical Lunar New Year Canh Ty, issued on December 19, 2019.

To be specific, according to this Directive, to well prepare the conditions for the people to welcome the New Year 2020 and the Lunar New Year of the Rat joyfully, healthily, safely, and economically, the Prime Minister of the Government of Vietnam requests the Chairpersons of the People's Committees of provinces and centrally-run cities to focus on implementing the following key tasks:
- The organization of fireworks displays during the Lunar New Year of the Rat must align with local conditions and capabilities, in a spirit of thrift and safety, and must not use state budget funds conformable to Decree 36/2009/ND-CP on the management and use of fireworks;
- No lavish, wasteful events or festivals before and after Tet;
- Focus on directing functional units and grassroots government levels to effectively implement the solutions specified in this Directive in their localities, particularly paying attention to ensuring security, social safety, and caring for the material and spiritual lives of all classes of people in the area, ensuring everyone enjoys a joyful, healthy, and safe Tet;
- The heads of agencies, units, and organizations are responsible if there are any legal violations in the area or sector under their management.
At the same time, the Prime Minister of the Government of Vietnam also requests the Ministry of Transport to preside and cooperate with ministries, sectors, and localities to implement the following contents:
- Strengthen the regulation and strict management of transport activities to serve the travel needs of people during the Lunar New Year, ensuring no one is left unable to return home due to lack of trains or buses;
- Improve service quality, publicly post ticket prices according to routes, times, and types of services, and promote electronic ticket sales applications;
- Increase inspection of the implementation of fare declarations, listing of transport fares, and ticket prices for trains and buses according to regulations;
- Take effective preventive measures to avoid forced passenger boarding, price gouging, and overloading of passengers on vehicles, and strictly handle violations;
- Organize the uninterrupted transport of goods during Tet, especially to remote areas, ethnic minority regions, and islands;
- Strengthen solutions to curb and reduce traffic accidents, mitigate traffic accidents and resolve traffic congestion, especially on main gateway roads of major cities, railway stations, and airports;
- Strictly handle violations of traffic order and safety; enhance conditions to ensure rescue and relief in case of incidents;
- Enhance inspection and control of the quality and technical safety of vehicles participating in traffic;
- Implement measures to prevent the illegal transport of explosive materials, dangerous goods, and livestock and poultry products of unclear origin without health certificates on transport means;
- Coordinate with media agencies to increase the dissemination of legal regulations on traffic safety; publicly announce the plan to meet the travel needs of the people, ensuring order and traffic safety during the Lunar New Year and festival season;
- Publicize the hotline telephone numbers of related agencies and units in the transport sector to receive and handle public feedback.
