Resolution 172/NQ-CP highlights the uneven quality of the notary officer team, with violations of laws and professional ethics. The application of information technology is not adequate for the growing transactional needs in notary activities, and it fails to meet the requirements of preventing fraudulent acts and the misuse of notary to legalize illegal transactions, which disrupt social order and safety in Vietnam.

To address these issues, Resolution 172/NQ-CP sets out the tasks and main solutions, including:

- Focusing on the quality of the notary officer team in all stages of training, apprenticeship, and appointment of notary officers. This involves standardizing the inputs of notary training and apprenticeship, and determining training and apprenticeship targets for notaries based on the country's socio-economic development requirements.

- Enhancing public awareness of the position and role of notary activities. This includes strengthening inspection and examination and taking strict action against notaries and organizations that violate laws and professional ethics. Measures such as temporary suspension of notary activities, dismissal of notary officers, termination of activities, or other corresponding forms of discipline may be applied.

- Regularly exchanging information on notary organizations and activities to detect, investigate, prevent, and promptly handle counterfeit notary organizations, notary officers, notary requests, and related documents. This includes preventing the use of notaries to legalize illegal transactions, fraud, and asset misappropriation while ensuring the legal professional rights of notary officers.

- Promoting the self-regulatory responsibilities of social organizations in supervising the professional activities of notary officers. This involves issuing a Code of Ethics for the notary profession and taking strict action against members who violate laws or professional ethics. Competent authorities may be recommended to handle individuals and organizations that violate notary laws.

- Providing support for material facilities to social organizations in fulfilling their self-regulatory tasks.

- Strengthening international cooperation and learning from the experience of managing notary activities and the notary profession in countries with developed notary professions.

Implementing these tasks and solutions aims to develop a stable and sustainable notary profession, create favorable conditions for individuals and organizations to access notary services, ensure legal safety in contracts and transactions, prevent disputes, and protect the legal rights and interests of individuals and organizations. It also aims to innovate notary activities to meet the country's socio-economic development requirements and judicial reform, and integrate Vietnam's notary activities into the region and the world.
