Law on Emulation and Commendation 2022 amends the emulation and commendation principles in Vietnam compared to Law on Emulation and Commendation 2003 (amended 2013).

Specifically, the principles of emulation and commendation are specified in Article 5 of Vietnam's Law on Emulation and Commendation 2022 as follows:
* Rules of competition in Vietnam:
- Voluntary, open and transparent;
(Compared to the current regulations: adding transparency principle)
- Solidarity, cooperation, and mutual development.
* Reward principles in Vietnam:
- Accurate, public, transparent, fair, and timely;
(Compared to the current regulations: adding transparency principle)
- Ensure consistency between the form, the reward object, and the merits and achievements;
(Currently the guarantee of consistency is only between the nature, form, and object of the reward)
- A form of reward can be given many times to an object; but cannot reward an achievement multiple times in various forms.
- Rewards are correspond with the achievements; (New rule added)
- Pay attention to rewarding individuals, collectives and households directly working, producing and doing business; individuals and collectives working in border areas, at sea, on islands and in regions with extremely disadvantage socio-economic conditions. (New rule added)
