1. Reserve soldier are entitled to receive benefits in Vietnam

Pursuant to Article 2 of Decree 79/2020/ND-CP, the subjects are to apply the policy of mobilizing reserve forces as follows:

(1) Soldiers in reserve who have been assigned to a reserve unit; reserve soldiers are appointed to hold the position of commander of the reserve mobilization unit.

(2) Reserve soldiers during the period of concentration training (training, reclassification, reclassification, retraining), rehearsals, testing, readiness to mobilize, and combat readiness and mobilization when not reaching the level of general mobilization or partial mobilization; reserve officer training cadets.

(3) Families of reserve soldier subject to (2) and families of first-class reserve non-commissioned officers during the reserve officer training period.

(4) Relevant agencies, organizations, and individuals.

2. Allowances for reserve soldiers

Pursuant to Article 3 of Decree 79/2020/ND-CP, allowances for reserve military personnel subject to (1) are as follows:

2.1. Allowances for reserve soldiers who have been assigned to a reserve unit

- 160,000 VND/month for reserve officers who have been assigned to the reserve mobilization unit.

- 320,000 VND/year for reserve professional soldiers; non-commissioned officers and reserve soldiers have been assigned to the mobilization reserve unit.

2.2. Allowance for management responsibility of the reserve mobilization unit in Vietnam

Reserve soldiers who are appointed to hold the position of commander of a reserve mobilization unit at the squadron level or equivalent are entitled to the following allowances:

+ 480,000 VND/quarter for Platoon Leaders, Battalion captains, and equivalent.

+ 560,000 VND/quarter for Platoon Leader and equivalent.

+ 640,000 VND/quarter for the Deputy Captain, Political Officer of the Company, and the equivalent.

+ 720,000 VND/quarter for company captains, company politicians, and equivalent.

+ 800,000 VND/quarter for Deputy Battalion Commander, Deputy Battalion Politician, and equivalent.

+ 880,000 VND/quarter for Battalion Commander, Battalion Politician, and equivalent.

+ 960,000 VND/quarter for Regiment Deputy Commander, Regiment Deputy Political Commissar, and equivalent.

+ 1,040,000/quarter for Regiment Commander, Regiment Political Commissar, and equivalent.

2.3. Conditions for and duration of receiving allowance in Vietnam

Conditions for and duration of receiving allowance in Vietnam are as follows:

- The subjects specified at Point a, Clause 1, Article 3 of Decree 79/2020/ND-CP who have been assigned to a reserve mobilization unit for a full 15 days in a month or more shall be entitled to an allowance; less than 15 days in a month are not entitled to allowances.

- The subjects specified at Point b, Clause 1, Article 3 of Decree 79/2020/ND-CP who have been assigned to a reserve unit for 6 consecutive months or more shall be entitled to allowances for that year; under 06 months, that year is not entitled to the allowance.

- The subjects specified in Clause 2, Article 3 of Decree 79/2020/ND-CP, who perform the responsibility of managing the reserve unit and have 45 days in a quarter or more, shall be entitled to allowances for that quarter.

In a quarter, reserve soldiers who are appointed to a new position will be entitled to a responsibility allowance according to the new position for the next quarter.

- The period of enjoying allowances for subjects specified in Clauses 1 and 2, Article 3, of Decree 79/2020/ND-CP is the period of time the reserve soldier has been assigned to a reserve unit; reserve soldiers are appointed to hold the position of commander of the reserve mobilization unit.

- The beneficiaries of allowances specified in Clause 2, Article 3 of Decree 79/2020/ND-CP shall stop enjoying allowances specified in Clause 1, Article 3 of Decree 79/2020/ND-CP.

*Payment organization

The district-level Military Command shall organize the payment of allowances for the subjects specified in Article 3 of Decree 79/2020/ND-CP.

3. Allowance by working day in Vietnam

According to Article 4 of Decree 79/2020/ND-CP, allowance by working days is as follows:

Reserve soldiers (2) who are not currently working, studying, working in agencies and organizations, or receiving salaries from the state budget, are entitled to allowances based on working days specified at Point b, Clause 1, Article 30 of the Law on Mobilization Reserves (Law) and shall be implemented as follows:

- For reserve officers, reserve professional soldiers, the one-day allowance is calculated as the current basic monthly salary of officers with the same military rank or the same salary level as a professional soldier in the army divided by 26 days.

- For non-commissioned officers and reserve soldiers, the allowance for working days is equal to the allowance for non-commissioned officers and active-duty soldiers of the same rank (excluding military rank allowance due to extended service time).

If the concentration period is from 05 days to 15 days, they will be entitled to 1/2 month's allowance; if they concentrate from 16 days to 31 days, they will be entitled to a whole month's allowance;

If the concentration is greater than 31 days, the allowance will continue to be enjoyed as prescribed from the beginning.

- If the subjects specified in Clauses 1 and 2, Article 4 of Decree 79/2020/ND-CP get sick or have an accident and go for medical examination and treatment, the time spent on medical examination and treatment is entitled to a working day allowance, but it must not exceed the time spent on training, rehearsal, and examination, ready to mobilize, fight, and mobilize.

- The unit directly organizes training, drills, and tests on readiness to mobilize and fight and mobilizes to work on duty to pay the regime for the subjects specified in Clauses 1 and 2, Article 4 of Decree 79/2020/ND-CP.
