7-step online procedure for birth, permanent residence registration, and health insurance card issuance for children under 6 in Vietnam (Internet image)
On November 21, 2022, the General Director of Vietnam Social Insurance issued Decision 3509/QD-BHXH on the pilot process of receiving and handling electronic administrative documents: Register births, register permanent residence, and issue health insurance cards for children under 6 years old on the National Public Service Portal according to Decision 06/QD-TTg at the Hanoi Social Security Administration and the Ha Nam Provincial Social Security Administration.
07 steps to online birth, permanent residence, and health insurance card registration for children under the age of six (pilot in two provinces)
* Step 1: People (father, mother, guardian, or relative of a child under 6 years old) make a complete and accurate declaration. Then directly submit the electronic declaration for registration of birth, registration of permanent residence, and issuance of health insurance cards for children under 6 years old.
(according to Form 01, guided by the Government Office to declare on the National Public Service Portal) and take responsibility for the declared content.
The electronic records of each procedure will be separated by the Inter-Public Service Software and transferred to the Professional Information System of the Ministry of Justice, Vietnam Social Security, and the Ministry of Public Security for settlement according to the prescribed competence.
* Step 2: After the electronic file is automatically transferred to the electronic civil status registration and management system of the judicial branch,
Judicial and civil status civil servants perform birth registration, issue personal identification numbers, and return electronic birth certificates to people on the National Public Service Portal.
The civil status registration and management system of the judicial branch automatically transfers the electronic birth certificate data to the information system of the social insurance industry through the interconnected public service software.
* Step 3: After having data on the electronic birth certificate and electronic declaration from the connected public service software, the software system of the Vietnam social insurance industry automatically performs the following:
issuing social insurance codes for children according to the household information of the household head,
If the information declared by the head of household does not exist in the Vietnam Social Security Administration's family database, the child's social insurance number will be assigned to the household managed by the same district in which the birth is registered.
Create a dossier for granting health insurance cards to children on the software to receive and manage records.
* Step 4: The collection management system and card book (TST software) automatically update the revenue generation (in the separate management unit code) and issue the health insurance card use value according to regulations; update the list of issuance of health insurance cards (form D10a-TS, issued together with Decision 505/QD-BHXH).
* Step 5: After the software system performs Step 3, the social insurance agency:
Collectors and card bookers perform:
+ Examine records and data and submit to the director of the provincial or district social insurance agency to sign the health insurance card number in an electronic version or print a paper copy to transfer to officials and staff at the One-Stop-Shop to return administrative procedures results.
+ Daily, check the data arising from the collection of health insurance on the National Public Service Portal; finalize the data arising during the day; synthesize Form C69-HD according to the provisions of Article 33b of Clause 56, Article 1 of Decision 505/QD-BHXH, and the list of issuances of health insurance cards (form D10a-TS).
+ Print the list of health insurance cards (Form D10a-TS issued with Decision 505/QD-BHXH) monthly and send it to the commune or ward People's Committee and the Labor, War Invalids, and Social Affairs agencies for monitoring and management.
Quarterly, submit to the director of the provincial or district social insurance agency to sign the summary table of subjects and funds supported by the state budget to pay for health insurance (Form No. 1, promulgated together with Decree 146/2018/ND-CP); send the financial agency to transfer the corresponding funds to the health insurance fund according to regulations.
+ Complete the child file according to the provisions of Clause 2 and Article 4 of Decision 515/QD-BHXH in case the information declared by the head of household does not exist in the family database of the Vietnam Social Security Administration.
- Finance and planning officer:
Check the data on a daily basis, distribute the collected amount of health insurance on the National Public Service Portal, finalize the day's data, and synthesize Form C83-HD in accordance with the provisions of Article 33b of Clause 56, Article 1 of Decision 505/QD-BHXH.
*Step 6: Officers at the one-stop department receive data, paper and electronic health insurance cards, and deliver results to individuals.
(no more than two working days from the date of receipt of electronic information and data as prescribed) in the registered form and complete the application for closing and issuing health insurance cards on the application receiving and management software.
* Step 7: Participants, instead of the paper health insurance card, receive the electronic health insurance card or an image of the health insurance card on the VssID application for medical examination and treatment.
Note: This process is being piloted from November 21, 2022, to December 20, 2022, at the Hanoi Social Security Administration and the Ha Nam Provincial Social Security Administration in case the person performing the transaction has an account above. The National Public Service Portal selects electronic communication services and requests the issuance of cards for children under 6 years old in Hanoi, Ha Nam Province.
