The Government issued Decree 13/2022/ND-CP amending and supplementing Decree 132/2008/ND-CP , Decree 74/2018/ND-CP detailing a number of articles of the Law on Product Quality, goods, in which, adding group 2 goods are exempt from quality inspection when imported.

14 products and goods of group 2 are exempt from quality inspection when imported (Artwork)
Specifically, from March 15, 2022, there are 14 potentially unsafe products and goods (group 2 products and goods) exempt from quality inspection upon import, including:
(1) Luggage of people on entry, movable property of organizations and individuals within tax-exempt quotas (excluding motor vehicles, special-use motorcycles, and electric bicycles);
(2) Goods of diplomatic organizations and individuals and international organizations within the duty-free quota (excluding motor vehicles, special-use motorcycles, and electric bicycles);
(3) Samples of goods for advertising have no use value; sample goods for scientific research, research for production; goods samples for testing in service of assessment and certification of conformity with national technical regulations, interlaboratory testing;
(4) Goods temporarily imported for display or introduction at trade fairs and exhibitions;
(5) Gifts and gifts within the tax rate (excluding motor vehicles, special-use motorcycles, and electric bicycles);
(6) Goods exchanged by border residents in the tax rate;
(7) Goods, supplies, equipment and machinery temporarily imported for re-export, not for consumption and use in Vietnam;
(8) Goods in transit, border crossing, transshipment;
(9) Goods brought from abroad into bonded warehouses (not applicable to goods brought from bonded warehouses to inland for consumption);
(10) Raw materials, supplies and samples to be processed for foreign countries or for the production of goods for export; (Currently raw materials, supplies, samples for processing for foreign traders)
Raw materials for the production of goods for domestic consumption and circulation in the market in case the goods have been quality controlled according to the respective national technical regulations (except for materials imported for use in the production of fertilizers). , pesticides, animal feed, aqua feed, livestock waste treatment products, aquaculture environment treatment products and spare parts, components, components, systems of the method means of transport in group 2) products and goods. (11) Goods re-imported for repair or recycling at the request of foreign partners;
(12) Goods imported to serve urgent requirements under the direction of the Government or the Prime Minister;
(13) Goods imported exclusively for national defense and security purposes;
(14) Other goods for non-commercial purposes (non-commercial type) under the decision of the Minister of industry or field management (currently other goods not for business purposes) non-commercial type) in accordance with the law).
