11 new points of the COVID-19 epidemic prevention and control program

The COVID-19 prevention and control program was promulgated in Resolution 38/NQ-CP dated March 17, 2022, and will be implemented for a period of 2 years from 2022 to 2023. Accordingly, there are 11 new points in the Program. COVID-19 prevention and control include:

(1) Shifting from case control to controlling high-risk, very high-risk hospitalizations and deaths; reduce the death rate from COVID-19 per million population to a level lower than the Asian average.

(2) Orientation based on the epidemic situation to switch measures to prevent and control the COVID-19 epidemic from a group A infectious disease to a group B infectious disease;

(3) Determining that vaccination against COVID-19 is free and universal vaccination; assigned the Ministry of Health to develop a mechanism for socialization of drugs and vaccines and submit them to competent authorities for decision.

(4) Provide orientations and solutions to respond to all epidemic situations, even when there is a strong outbreak, on a large scale, beyond the capacity of the health system and a more dangerous new strain occurs.

(5) Determine a flexible surveillance and detection strategy for SARS-CoV-2 infections, suitable to the epidemic situation in each period.

(6) Identify tasks and comprehensive solutions for epidemic prevention and control, including leadership and direction; medical; social security, order and safety; Social Security; finance, logistics; ensuring both epidemic prevention and control, socio-economic development and stabilizing people's lives; social mobilization and mobilization; communication, information technology; international cooperation; scientific research; deploy scenarios according to the COVID-19 epidemic situation.

(7) Regulations on the application of the population database in the prevention and control of the COVID-19 epidemic.

(8) Regulations on the establishment of the COVID-19 prevention and control fund on the basis of the COVID-19 vaccine fund.

(9) Orientation to improve the capacity of preventive medicine and grassroots health care, which includes the application of the allowance of 100% for preventive medicine and grassroots health workers.

(10) Regulations on mobilizing non-public medical facilities to participate in epidemic prevention and control.

(11) Regulations on shortening and simplifying payment documents; abolish the current barriers, overlaps, obstacles and inadequacies in the policy of payment of medical expenses for medical examination and treatment activities in the context of the COVID-19 epidemic.

(In case the epidemic ends earlier or lasts until 2024, the Ministry of Health shall report to the Government to consider continuing the implementation of this Program or promptly amending and supplementing it in accordance with the epidemic situation.) .

According to the Ministry of Health, the specific goal of the COVID-19 prevention and control program is to complete the second injection of the second dose by the end of the first quarter of 2022 for people aged 12 to under 18 years old; injection 3 for people 18 years of age and older up to the vaccination schedule, except for subjects with contraindications to injection; ensure adequate vaccines and complete vaccination for children from 5 years old to under 12 years old by September 2022.

Regarding the control of the spread of the COVID-19 epidemic, the specific goal is that all levels of government have scenarios for COVID-19 prevention and control; all people comply with appropriate epidemic prevention and control measures; all agencies, organizations and enterprises carry out the infection risk assessment and update and report the assessment results.
