Recently, at its 10th session, the National Assembly of Vietnam of the 14th tenure voted to promulgate 07 important Laws. The detailed list of the 07 Laws is as follows:

1. Law on Vietnam Border Guard
At the 10th Session, 14th National Assembly, in the afternoon of November 11, 2020, under the chairmanship of Deputy Chairman of the National Assembly Do Ba Ty, the National Assembly voted to promulgate the Law on Vietnam Border Guard. There were 456/462 delegates participating in the vote, accounting for 94.61% in favor, promulgateing the Law on Vietnam Border Guard.
The Law on Vietnam Border Guard takes effect from January 1, 2022.

2. Law on Residence of Vietnam
In the afternoon of November 13, 2020, the National Assembly voted to promulgate the amended Law on Residence, with 449/455 delegates participating in the vote, accounting for 93.15% of the total National Assembly delegates. The Law consists of 7 chapters and 38 articles, stipulating the implementation of the right to free residence of Vietnamese citizens within the territory of the Socialist Republic of Vietnam; the registration and management of residence; the rights, obligations, and responsibilities of citizens, agencies, and organizations regarding residence registration and management.
The National Assembly agreed that the issued Household Registration Book, Temporary Residence Book can still be used and are valid as documents confirming residence until December 31, 2022. The Law on Residence 2020 will take effect from July 1, 2021.

3. Law on Vietnamese guest workers
In the afternoon of November 13, 2020, after hearing the presentation of the Report on explanation, acknowledgment, and revision of the draft Law on Vietnamese guest workers (amended) by Nguyen Thuy Anh, Chairwoman of the National Assembly Committee on Social Issues, the National Assembly voted to promulgate the law, with the majority in favor.
The amended Law on Vietnamese guest workers consists of 08 chapters and 74 articles and will take effect from January 1, 2022.

4. Law on amendments and supplements to a number of articles of the Law on Handling Administrative Violations in Vietnam
In the afternoon of November 13, 2020, with 446 National Assembly delegates in favor, accounting for 92.53%, the National Assembly promulgated the entire revised Law on Handling Administrative Violations. Before promulgateing the entire law, the National Assembly voted to promulgate two contents on not adding the measure of forced discontinuation of electricity and water service and the regulation on the subjects subjected to compulsory rehabilitation in rehabilitation centers.
The Law on amendments and supplements to a number of articles of the Law on Handling Administrative Violations 2020 will take effect from January 1, 2022.
5. Law on International Agreements of Vietnam
In the afternoon of November 13, 2020, the National Assembly voted to promulgate the Law on International Agreements, drafted by the Ministry of Foreign Affairs, with high consensus. The Law on International Agreements was developed to perfect the legal regulations on the signing and implementation of international cooperation documents, ensuring the consistency of the legal system, contributing to institutionalizing the guidelines of the Communist Party and our State on multilateralization, diversification of relations, proactive and active international integration.
The Law on International Agreements 2020 will take effect from July 1, 2021.

6. Law on HIV/AIDS Prevention and Control of Vietnam
In the afternoon of November 16, 2020, with 100% of present National Assembly delegates in favor, the National Assembly voted to promulgate the Law on amendments and supplements to a number of articles of the Law on Prevention and Control of HIV/AIDS.
The law lowers the age eligible for voluntary HIV testing to 15 years old to ensure compatibility with the current actual situation of HIV infection in young groups, aiding in early detection and treatment, as well as taking measures to prevent the spread of HIV in the community. It adds subjects eligible to access information on HIV infected individuals to meet the requirements of state management, epidemic surveillance, and HIV transmission prevention.
The Law on HIV/AIDS Prevention and Control takes effect from July 1, 2021.

7. Law on Environmental Protection of Vietnam
In the afternoon of November 17, 2020, with 443 delegates voting in favor, accounting for 91.91% of the total National Assembly delegates, the National Assembly officially promulgated the Law on Environmental Protection 2020, consisting of 16 chapters and 171 articles, taking effect from January 1, 2022.
Particularly, the content on preliminary environmental impact assessment prescribed in the Law will be effective from February 1, 2021, covering 05 contents.
