1. What is an administrative map?

According to Clause 1 and Article 3 of Circular 47/2014/TT-BTNMT, an administrative map is a thematic map with professional elements showing the division of territory and management of administrative units according to the regulations of the State of Vietnam.

2. 06 types of administrative maps at all levels according to Vietnamese law

Specifically, in Article 4 of Circular 47/2014/TT-BTNMT, administrative maps at all levels include:

(1) National administrative map is an administrative map showing the division and administrative management of provinces in the territory of Vietnam, including the mainland, sea, islands, and archipelagoes.

(2) Administrative maps of provinces and centrally run cities (hereinafter referred to as "provincial-level administrative maps") are administrative maps showing the division and administrative management of districts and communes in the territory of a province or centrally run city.

(3) Administrative maps of districts, urban districts, towns, and provincial cities (hereinafter referred to as district-level administrative maps) are administrative maps showing the division and administrative management of communes in the territory of a district, town, or provincial city.

(4) National administrative atlas is an atlas containing a collection of provincial-level administrative maps in the territory of Vietnam of the same size.

(5) A provincial-level administrative atlas is an atlas containing a collection of district-level administrative maps belonging to a provincial-level administrative unit of the same size.

(6) A district-level administrative atlas is an atlas containing a collection of maps of communes, wards, and townships belonging to district-level administrative units of the same size.

3. Accuracy of administrative map at all levels 

The accuracy of administrative maps at all levels is specified as follows:

- Error in map frame edge length of 0.2 mm; map diagonal of 0.3 mm; distance between coordinate point and map frame corner point of 0.2 mm compared to theoretical value.

- Minimize ground position error.

+ According to the map scale, the error of the plane position of the state coordinate point is 0.3 mm.

+ The difference between the plane positions of the map's features and the state coordinate points:For the plain:  1.0 mm; for mountainous and midland areas:  1.5 mm.

- In cases where the symbols on the map are contiguous, it is allowed to move objects with lower accuracy and ensure the distance between objects is 0.3 mm.

- Altitude error due to contour line displacement during generalization 1/2 of uniform height.In the case of difficult travel in high mountain areas, the error can be extended to a uniform height.

- Note the height and depth in meters.

4. Mathematical basis of administrative maps at all levels in Vietnam

According to Article 5 of Circular 47/2014/TT-BTNMT, the mathematical basis of administrative maps at all levels is prescribed as follows:

- The administrative map of the whole country uses a vertical conical projection grid with the following parameters: 2 standard parallels: 11° North and 21° North; axis meridian 108° East longitude; origin 4° North latitude.

- Administrative map at provincial level, administrative map at district level, applying the National Reference System and Coordinate System VN-2000: global WGS-84 ellipse; semi-major shaft is 6378137.0 m; flatness is 1:298.257223563; use a horizontal cylindrical projection grid at the same angle to the projection zone 6o with the length distortion ratio adjustment coefficient k0 = 0.9996; axis meridians of each province and centrally run city are specified in Appendix 4 to this circular; Vietnam national elevation system; 

- The administrative atlas includes any type of administrative map and the mathematical basis specified in the preceding articles.

5. Process of establishing administrative maps at all levels in Vietnam

The work of establishing administrative maps at all levels includes the following steps:

- Scientific editing

- Technical editing

- Creating a platform for digital authorship.

- Editing and finalizing the author's copy.

- Acceptance testing

- Packaging and delivery of products.
