Illegal drug-related practices are strictly prohibited by law. However, the following three groups of drug-related activities in Vietnam are still carried out under strict control by the law.

Legal activities related to drugs in Vietnam are permitted by the competent state management agencies, including:
- Research, examination, examination, examination and production of narcotic substances (excluding crops containing narcotic substances), precursors, narcotic drugs, psychotropic drugs, precursor drugs, drug materials being narcotic drugs, psychotropic drugs, precursors used as drugs and veterinary drugs containing narcotic substances and precursors;
- Transport, storage, trading, distribution, use, handling, metabolism of narcotic drugs, precursors, narcotic drugs, psychotropic drugs, precursor drugs, drug materials being narcotic drugs, psychotropic drugs, precursors used as drugs and veterinary drugs containing narcotic drugs or precursors in Vietnam;
- Import, export, temporarily import, re-export, temporarily export, re-import or transit of narcotic substances, precursors, narcotic drugs, psychotropic drugs, precursor drugs, drug materials being narcotic drugs, psychotropic drugs, precursors used as drugs and veterinary drugs containing narcotic substances or precursors in Vietnam.
