The Prime Minister of the Government of Vietnam has just signed Decision No. 1359/QD-TTg promulgating the Plan for the Implementation of the Penal Code (BLHS), replacing Decision No. 272/QD-TTg with the following main contents:

First, review criminal cases and subjects under the provisions of Clause 2, Article 2 of Resolution 41/2017/QH14 to carry out the suspension of investigation, suspension of the case, conversion of the death penalty to life imprisonment, exemption from punishment, and expungement of criminal records for convicted individuals.
Second, compile materials to serve the work of mastering, disseminating, propagating, and training. Notably:
- In this September and October, the Ministry of Justice will coordinate with the Ministry of Public Security, the Ministry of National Defense, and others to compile general explanatory materials, introduce Penal Code 2015 and Resolution 41; in-depth training materials for Penal Code 2015;- In this October and November, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Justice, and others will compile specialized training materials for specific groups.
Third, organize the mastery, training of reporters, dissemination, and propagation of Penal Code 2015 and Resolution 41 through activities such as:
- Organize online conferences to implement Penal Code 2015 (to be conducted in October 2017);- Organize training (via online) for reporters about Penal Code 2015 and Resolution 41 (to be conducted in October 2017);- Organize dissemination and propagation about Penal Code 2015 and Resolution 41 through mass media;- Organize in-depth training for staff directly involved in the fight against crime (to be conducted in Quarter IV/2017 and continued in 2018).
Fifth, review legal documents related to Penal Code 2015, particularly decrees on administrative sanctions in various fields, and propose amendments, supplements, replacements, abolishments, or enact new legal documents to ensure the effective implementation of the Penal Code.
Sixth, develop documents of the Government of Vietnam detailing the implementation of Penal Code assigned in Resolution 41, including:
- Draft Decree specifying supervision, educational measures applied in cases exempted from criminal liability as prescribed in Section 2, Chapter XII of Penal Code 2015;- Draft Decree of the Government of Vietnam on the calculation of the total weight or volume of narcotic substances in certain articles of Penal Code 2015;
Seventh, review the system of curricula, teaching materials in higher education institutions, vocational education, judicial training institutions, training for judicial positions, and general education, civic education curricula, and textbooks at high school level related to Penal Code 2015 for amendments, supplements, or compilation suitable to the new provisions of the Code.
