Inmates Who Have Completed Their Prison Sentences Are Supported in Reintegrating into the Community

This is one of the notable contents of the 2019 Law on Criminal Judgment Execution passed by the National Assembly on June 14, 2019.

To be specific, according to the provisions of Article 45 of the Law on Execution of Criminal Judgments 2019, prisons, detention centers, and criminal judgment execution agencies of district-level police have the responsibility to organize the preparation for community reintegration before inmates complete their prison sentences, receive amnesty, or are conditionally released before the end of their prison terms.

Before inmates complete their prison sentences, the responsible agencies will conduct psychological counseling, support legal procedures, provide career orientation, help find employment for the inmates, as well as offer partial financial assistance from the prison's community reintegration fund.

Additionally, the State encourages agencies, organizations, units, and individuals to apply supportive measures as stipulated to facilitate and assist those who have completed their prison sentences, those who have received amnesty, and those conditionally released before the end of their prison terms to reintegrate into the community.

Currently, the Law on Execution of Criminal Judgments 2010 provides for the reintegration of inmates into the community as follows:

Prisons, detention centers, and criminal judgment execution agencies of district-level police cooperate with the inmate's family, local authorities, agencies, organizations, and concerned individuals to encourage inmates to actively study, work, and train to receive the State's leniency; support educational activities and vocational training for inmates, and prepare necessary conditions for inmates to reintegrate into the community after completing their prison sentences.

It can be seen that the Law on Execution of Criminal Judgments 2019 has more specifically and comprehensively detailed the content of preparing for community reintegration for inmates as well as policies to support inmates in reintegrating into the community compared to the Law on Execution of Criminal Judgments 2010. This demonstrates our State's leniency and humanitarian policies, while also encouraging inmates to comply with their sentences well to soon return to the community and become useful citizens to society.
