Recently, the Government of Vietnam has issued Decree 133/2020/ND-CP detailing the implementation of certain articles of the Law on Execution of Criminal Judgments which stipulates that inmates are provided with legal education, citizenship education; updates on current events, policies, and laws in Vietnam.

Inmates are required to learn Constitution, Criminal, Civil, Procedural, and Labor laws in Vietnam (illustration)
Article 12 of Decree 133/2020/ND-CP stipulates that detention facilities for inmates must develop programs, plans, contents, time, and locations to disseminate and educate the law and civic education according to the stages of criminal sentence execution for the inmates in Vietnam. To be specific:
After being assigned to teams (groups), inmates in Vietnam are disseminated and studied:
- The Constitution,
- Law on Execution of Criminal Judgments,
- Criminal Code,
- Criminal Procedure Code,
- Civil Code,
- Labor Code,
- Amnesty Law,
- Law on Drug Prevention and Combat,
- Law on Prevention and Control of Human Immunodeficiency Virus Infection,
- Vocational Education Law,
- Regulations on Vietnam's criminal justice policy; suspension, reduction of prison sentence term, amnesty, conditional release, exemption from serving a prison sentence, and some moral values, life skills.
Study, dissemination time: One day a week
Inmates in Vietnam about to complete their prison sentence are disseminated and studied:
- Residence Law,
- Road Traffic Law,
- Inland Waterway Traffic Law,
- Policies, regulations on post-incarceration reintegration, production loans, business, career orientation, job search assistance,
- Regulations on recidivism, dangerous recidivism, criminal record clearance, security and order, social safety, crime and social evil prevention and control; some moral values, life skills; psychological counseling, legal procedure support
Study, dissemination time: From 05 to 07 days within 02 months before the inmate completes their prison sentence or before the execution of the amnesty decision, conditional release decision.
Inmates under 18 years old in Vietnam, in addition to the above contents, are disseminated and studied:
- Children Law,
- Youth Law,
- Education Law,
- Legal documents related to age, gender.
Foreign inmates are educated and disseminated: The laws of the State of Vietnam related to the criminal acts of foreign inmates.
Additionally, Decree 133/2020/ND-CP stipulates that detention facilities for inmates must organize information propagation, education, and dissemination for inmates in Vietnam:
- The guidelines, paths of the Communist Party of Vietnam, policies, and laws of the State;
- Achievements in the development of economics, culture, society, historical, political, economic, and social events commemorating major national and local holidays,
- Propaganda, dissemination, and education of the law to serve the requirements and tasks of educating and reforming inmates, supporting social reintegration.
Given the extensive law documents to be studied, besides study time, inmates also participate in physical training, cultural activities, arts, reading books, newspapers, listening to the radio, and watching television appropriate to the practical conditions of management, detention, and the age of the inmates. Inmates under 18 years old participate in physical training, cultural activities, arts, reading books, newspapers, listening to the radio, and watching television suitable for their age.
