Recently, Hanoi has issued Decree 133/2020/ND-CP detailing the implementation of certain provisions of the Law on Criminal Judgment Execution.
Decree 133/2020: What are new regulations on operating Prisons in Vietnam? (Internet image)
Decree 133/2020/ND-CP has new provisions regarding the operation of prisons, which were not mentioned previously in Decree 117/2011/ND-CP. The operation of prisons will be applied from December 25, 2020, as follows:

Prison camp divisions | Prison camp divisions within the prison have the duty to organize the management, detention, and education for the rehabilitation of prisoners in accordance with the Communist Party's policies and the state's laws. |
Detention zones | Detention zones for prisoners with sentences over 15 years, life sentences, and prisoners in situations of dangerous recidivism |
Detention zones for prisoners with sentences of 15 years or less; prisoners with sentences over 15 years who have had their sentences reduced and have less than 15 years remaining; prisoners in situations of dangerous recidivism who have served half of their sentence and have received sentence reduction. | |
Prison cells | Common prison cells: Each cell can house no more than 50 prisoners; |
Solitary confinement cells: Each cell can house no more than 08 prisoners; |

Disciplinary cells: Each cell can house no more than 02 prisoners under disciplinary actions. |

Service facilities | Facilities serving labor, study, living, medical care; education for rehabilitation, vocational guidance, and training for prisoners |
Facilities serving the work, study, living, and other conditions for officers, non-commissioned officers, soldiers, professional soldiers, police workers, and defense workers working at the prison | |
Labor and vocational training areas | Labor and vocational training areas include: - Labor and vocational training areas for prisoners, invested and constructed, and directly managed by the prison; - Labor and vocational training areas for prisoners, invested and constructed by organizations or individuals within the land area managed by the prison and handed over to the prison for direct management and use during the cooperation period. |
Labor and vocational training areas have the duty to organize the management, detention, education, labor, and vocational training for prisoners according to the compliance of the law. | |
Labor and vocational training areas have the following infrastructure items: - Prison cells built solidly, securely, and safely according to regulations of the Ministry of Public Security and the Ministry of Defense. - Facilities serving study, living, medical care; education, labor, and vocational training for prisoners. - Facilities serving the work, study, living, and other conditions for officers, non-commissioned officers, soldiers, professional soldiers, police workers, and defense workers working at the labor, vocational guidance, and training areas. |
