Covid-19: Criminal Handling of Cases Spreading False Information Causing Panic

Here is the notable content of Directive 13/CT-TTg on continuing to promote the prevention and control of COVID-19 in the new situation.

In light of the new developments of the pandemic, to minimize the spread, be ready and proactive in preventing and responding to the disease on a large scale, and to best protect the health and lives of the people, the Prime Minister has directed all ministries, ministerial-level agencies, and the People's Committees of provinces and centrally-run cities, within their functions and tasks, to strictly handle cases of disseminating false information that causes public panic.

To be specific, point e, section 2 of Directive 13/CT-TTg requires:

e) Strictly handle, including handling according to criminal law, cases of disseminating false information that causes public panic, social instability, and actions such as hoarding, price gouging, causing market instability in accordance with the law.

The Ministry of Justice should propose strict and deterrent forms of handling; take the lead and cooperate with the Ministry of Health in proposing the handling of violations regarding medical declarations and non-compliance with quarantine.

Thus, in the context of the developments of the COVID-19 pandemic, the Prime Minister of the Government of Vietnam has directed the relevant authorities to strictly handle, including applying criminal law, cases of spreading false information that causes public panic and social instability, as well as thoroughly addressing cases of hoarding and price gouging that cause market instability.

Currently, the entire country is making a concerted effort to combat the pandemic. However, there are still individuals who, due to self-interest or irresponsibility in receiving information, disseminate false information that affects social conditions. Therefore, this Directive from the Prime Minister will help stabilize society and protect the public from false information.

Additionally, Directive 13/CT-TTg also requires the Ministry of Justice to propose strict and deterrent forms of handling and to cooperate with the Ministry of Health in proposing the handling of violations regarding medical declarations and non-compliance with quarantine.
