This is one of the prominent contents specified in Decree 49/2020/ND-CP on detailed regulations on the implementation of the Law on Execution of Criminal Judgments regarding community reintegration.

During the two months preceding the completion of a prison sentence, inmates will receive psychological counseling and legal procedure support. The purpose of psychological counseling is to provide inmates with knowledge, help them orient themselves, and enhance their ability to independently resolve difficulties and issues encountered during the reintegration process into the community. The counseling content includes:
- Counseling on emotions, marriage, family, health, drug prevention, HIV/AIDS, and other social evils.
- Counseling to eliminate feelings of guilt, inferiority; building willpower, confidence, coping abilities, and resolving issues arising during the community reintegration process;
- Counseling on labor, employment, utilizing the skills learned, social insurance, and other related matters.
During detention, detention facilities may allow inmates to register their counseling needs via a form or proactively identify issues that inmates need counseling for, thereby assigning experienced officers to counsel them directly. Counseling may be provided individually to each inmate or in groups for inmates with the same counseling content.
Compared to the current regulations, Decree 49/2020/ND-CP, effective from June 15, 2020, has many changes in the counseling content. In addition to essential content related to social life issues such as emotions, marriage and family, etc., it also focuses on eliminating guilt and building willpower for inmates. Having good psychological health is crucial for improving the quality of community reintegration.
