Working regime of provincial Anti-Corruption Steering Committees in Vietnam

This is the content of the Decision No. 67/QD-TW dated June 02, 2022 on the functions, missions, authority, organizational structure, work and relationships of the Steering Committee for the Prevention and Combat of Corruption and Skills of the province in Vietnam.

Working regime of provincial Anti-Corruption Steering Committees in Vietnam

Concretely, in the working regime and working relations of provincial-level steering committees for corruption and negative practices are specified as follows:

1. Working regime of provincial-level steering committees for corruption and negative practices

- Provincial-level Steering Committees shall work under annual programs, hold regular meetings once every three months or irregular meetings when necessary. The Standing Committee of the provincial Steering Committee shall hold monthly or ad-hoc meetings when necessary.

- Based on task requirements, the Chairperson shall decide to convene extraordinary meetings of the Steering Committee and unscheduled meetings of the Standing Committee of the Provincial Steering Committee.

- Conclusions of meetings of the Steering Committee and those of the Standing Board of the provincial Steering Committee shall be notified in writing to the Party Committees at all levels, the local agencies, organizations and units and individuals concerned for implementation.

- When necessary, provincial-level steering committees shall organize conferences of provinces or centrally run cities or symposiums on anti-corruption and negative practices with provincial-level party committees and party organizations.

- On a monthly basis or when necessary, members of provincial-level steering committees shall report in writing to the head of committees on the performance of their assigned tasks.

- During the time when the provincial Steering Committee and its standing body fail to convene a meeting, if there is any problem that arises under the competence of the provincial Steering Committee or the standing body of the provincial Steering Committee and needs to be promptly and promptly solved, the Standing Committee shall have to send a written request to members of the provincial Steering Committee or the standing body of the provincial Steering Committee for summary and report to the Head of Committee for consideration and decision; and simultaneously inform the result to the members of the Steering Committee or the standing body of the provincial Steering Committee.

2. Working relationships of provincial-level steering committees for corruption prevention and combat

- With respect to the Central Steering Committee, the provincial Steering Committee shall submit to the leadership, direction, expedition, inspection and supervision of the Central Steering Committee in the performance of the task of preventing and fighting corruption and negative practices; and shall comply with the regime for reporting to the Central Steering Committee and the Standing Committee of the Central Steering Committee in accordance with regulations in force.

- With the Standing Agency of the Central Steering Committee (the Internal Affairs Commission of the central government): The provincial Steering Committee is under the guidance, monitoring and urging of the Standing Agency of the Central Steering Committee in the implementation of the Party's guidelines and policies and the State's laws on prevention and combating of corruption and negative practices; the implementation of the conclusion and direction of the Central Steering Committee and the Standing Board of the Central Steering Committee.

- For the provincial/municipal Committees: The provincial-level steering committees shall submit to the direct and comprehensive leadership and direction by the provincial/municipal standing committees in performing their assigned functions, tasks and powers; observe the regime of periodical and extraordinary reporting to the provincial/municipal People's Committees according to regulations.

- With provincial-level advisory and assisting agencies, Party Committees at all levels and Party organizations under the province, provincial-level steering committees shall direct, urge, inspect and supervise advisory and assisting agencies of provincial-level Party Committees, Party committees at all levels and Party organizations under the provincial-level Party Committees, which shall participate in anti-corruption and negative activities.

- Advisory bodies of provincial and municipal Party Committees, executive committees and Party organizations of provincial and municipal Party committees shall submit to the direction, urging, examination and supervision by provincial-level steering committees in corruption and negative practices; and periodically or extraordinarily report to provincial-level steering committees on the situation and results of corruption and negative practices according to regulations.

- Provincial-level steering committees shall coordinate with concerned agencies and organizations at the central level in directing, urging, examining and supervising the prevention and combat of corruption and negative practices of central agencies and organizations located in provinces or centrally run cities and in directing the implementation of conclusions and recommendations of competent central agencies concerning anti-corruption and negative practices in localities.

- Besides, if the provincial-level steering committee's opinion is different from that of the central competent agency in detecting and handling corruption or negative cases or matters, the local functional agencies shall comply with the direction of the central competent agency; the provincial-level steering committee shall sum up and fully report on the detection and handling of cases or matters to the Central Steering Committee.

- Provincial-level Steering Committees shall exchange necessary information with agencies and organizations; invite representatives of local agencies and organizations to attend conferences related to the task performance of provincial-level Steering Committees.
